Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis and Lynn Heminger executed the following actions during the November 1, 2004 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with modifications to the Twisp River Weir / Sill. One bid was received for the contract from G.L. Palm Construction of Winthrop, WA with a bid price of $141,850. The District’s estimate was $130,000. The bid will be evaluated prior to award recommendation.

Authorized the Settlement Agreement with the Confederated Tribes of the Colville Reservation. (04-231)

Approved the Power Sales Agreement with the Confederated Tribes of the Colville Reservation. (04-232)

Authorized the Power Sales Service Agreement with the Confederated Tribes of the Colville Reservation. (04-233)

Approved the 2004 Colville Settlement Endorsement Agreement with the Wells Project Power Purchasers. This resolution details the impact allocation of the Colville Settlement to each of the Power Purchasers. (04-234)

Authorized an interfund loan from the District’s Electric Distribution System to the Wells Project. This resolution is a safeguard in then event the Wells Project is unable to issue revenue bonds to make the payment to Confederated Tribes of the Colville Reservation in the required timeframe. Approved a call for bids to provide Douglas PUD with disk-based mass storage solutions. (04-236)

Authorized a change order for the contract with Hale and Long, General Contractors to supply Douglas PUD with a headquarters addition. The changes include removal and reinstallation of baseboard heaters for asbestos removal, auto restart boiler controls, and electrical and plumbing revisions. The cost of the changes is $9,771.01, raising the total project cost from $4,269,487.51 to $4,279,258.52. (04-237)

Approved the renewal of Property/Boiler and Machinery Coverage with FM Global. The renewal premium of $361,713 reflects a decrease of $82,287 from 2004, due to market conditions. (04-238)
