Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the August 30, 2004 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide customer connection installation on the Shared Access Ethernet Fiber Pilot Project. There were four bids received for the contract with bid prices ranging from $13,200 to $39,300. The apparent low bid was received from Prince Telecom of Kent, WA. Estimated to cost $13,050, all bids will be evaluated prior to recommendation.

Opened bids to provide Douglas PUD with diversion structure modifications for the Twisp River acclimation pond. There were three bids received for the contract with bid prices ranging from $195,500 to $332,877. The apparent low bid was received from G.L. Palm Construction of Winthrop, WA. Estimated to cost $210,000, all bids will be evaluated prior to recommendation.

Approved an amendment to the agreement for professional services with the Okanagan Nation Alliance regarding Okanagan sockeye. This amendment will give the Canadian fisheries the ability to refine and further develop the Flow Management Model. The contract will be extended through August 31, 2005 with an increased cost of $223,146. (04-184)

Authorized a change order for the contract with Hale and Long, General Contractors to supply Douglas PUD with a headquarters addition. The changes include new carpet in the headquarters building corridors and bollards around the emergency generator. The cost of the changes is $4,997.59, raising the total project cost from $4,247,054.91 to $4,252,052.50. (04-185)

Authorized the purchase of real property from Paul and Carol Schmidt. Douglas PUD has the need to acquire property for the development of a substation in the Lamoine area. (04-186)

Approved annual renewal of public official’s liability insurance with an employment practices liability endorsement through AEGIS. The renewal premium of $58,603 reflects a decrease of $1,300 from 2004. (04-187)

Previewed the preliminary budgets for both the Distribution System and the Wells Project. Purchased power for the Distribution System Operating Budget for 2005 is estimated at $22,840,000, down approximately $345,000 from the 2004 estimate. Administration and general expenses are up approximately $68,000 from last year’s estimate and taxes are estimated to increase by approximately $18,000. The Distribution System Capital Budget of $7,510,000 for 2005 is an increase of approximately $165,000 and includes approximately $4.2 million for electric system additions and improvements, $1.4 million for the Douglas County Community Network, and $1,840,000 for vehicles, structures and equipment. The total revenue estimate of $34,925,000 is a decrease of $293,000 from the 2004 budget. The 2005 budget does not anticipate any increase in electric rates.

At $33,636,357 the total Wells Hydroelectric Project Operation Budget amounts to a $586,543 decrease from last year’s estimate. The Wells Project Revenue Budget estimate is equal to the Operation Budget as required by contract. The Wells Project Capital Budget totals $1,901,800. Major items include replacement of the Wells Project radio system, battery bank, lighting circuit voltage regulators and improvements to HVAC system.

October 4, 2004 was established as the final hearing date for both budgets. The hearing will be conducted at 1:00 p.m. at the East Wenatchee Headquarters.

Changed the Commission meeting time to 1:00 p.m. in the East Wenatchee Headquarters building on the following dates: September 7, 20, 27 and October 4 and 18.

Rescheduled the September 6, 2004 Commission Meeting to Tuesday, September 7, 2004 due to the Labor Day Holiday. It will be held at 1:00 p.m. in the East Wenatchee Headquarters Building. Please note that this is a change in date and time.
