Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the July 6, 2004 Commission meeting held at the East Wenatchee Headquarters building:

Authorized the acceptance of all work performed by Moe Asphalt and Sealcoating, Inc. for the first year under contract to provide Douglas County PUD with asphalt repair and installation. All work under the contract has been completed, inspected and determined to meet the bid specifications. Douglas PUD will opt to extend the contract an additional year. (04-129)

Awarded Platt Electric Supply of Portland, OR the contract to provide Douglas PUD with customer edge equipment for the Douglas County Community Network. Platt, with a bid price of $154,875, was the lowest responsive bidder. (04-130)

Authorized a call for bids to provide Douglas PUD with wood poles for the O’Malley 34.5 KV Project. (04-131)

Approved a call for bids to provide Douglas PUD with ACSR conductor for the O’Malley 34.5 KV Project. The aluminum coated steel reinforced wire will be used to rebuild around 10 miles of overhead line to the east and north of the O’Malley substation. (04-132)

Approved a land use permit for Thomas Bultman. An existing boat dock and landscaping will be allowed on District land with this permit. (04-133)

Approved a land use permit for Janice May and Raine Beeson. An existing irrigation pump will be allowed on District land with this permit. (04-134)

Authorized the manager to relicense the Wells Hydroelectric Project and approved the use of the Federal Energy Regulatory Commission’s new Integrated Licensing Process (ILP). The ILP closely coordinates the licensee’s pre-filing consultation process and the Federal Energy Regulatory Commission‘s National Environmental Policy Act scoping processes. This will provide concurrent rather than sequential analysis by all parties involved. (04-135)

Established a new administrative position of Senior Aquatic Resource. This position will work at the direction of the Relicensing Coordinator to resolve fish and aquatic resource issues associated the Wells Project relicensing. (04-136)

Awarded McConnell Construction of Port Townsend, WA the contract to install a pier, dock and floats at Columbia Cove Park in Brewster for Douglas PUD. McConnell Construction, with a bid price of $89,921, was the lowest responsive bidder. (04-137)
