Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the March 22, 2004 Commission meeting held at the East Wenatchee Headquarters building:

Authorized acceptance of all work performed by Asplundh Tree Expert Co. under the second year of a contract to provide Douglas County PUD with Distribution tree trimming. All work under the contract has been completed and determined to meet the bid specifications. (04-49)

Awarded Central Machinery Sales, Inc., of Moses Lake, a contract to provide Douglas PUD with a 4X4 loader backhoe and 20 ton tilt trailer. Central Machinery, with a bid price of $85,200, was the lowest responsive bidder. (04-50)

Awarded Pole Maintenance Company, of Columbus, Nebraska, a contract to provide Douglas PUD with pole testing and treating. Pole Maintenance Company, with a bid price of $99,950, was the lowest responsive bidder. (04-51)

Approved a call for bids to provide Douglas PUD with Distribution System tree trimming. (04-52)

Authorized a call for bids to provide Douglas PUD with a battery bank for the Headquarters Addition. Control equipment critical to the operation of the District’s electric system makes use of an uninterrupted power supply consisting of a battery bank and charger. (04-53)

Authorized an addendum to the bid document for clamming services at the Wells Hydroelectric Project. The pre-bid conference with contractors revealed necessary revisions to the bid document. (04-54)

Approved an agreement for professional services with Columbia Basin Environmental for evaluation of total dissolved gas related to the Wells Hydroelectric Project. In hopes of minimizing the total dissolved gas at Wells Dam, the information collected will be compared with spill gate and power house operations to see if there is a correlation. This contract is not to exceed $19,210. (04-55)

Authorized an agreement for professional services with Columbia Basin Environmental for dissolved gas sensor calibration for the Wells Hydroelectric Project. Periodic maintenance and calibration of dissolved gas sensors is necessary to assure accurate readings. This contract is not to exceed $5,000. (04-56)

Approved an agreement for professional services for wildlife and botanical studies with regard to wind generation. Tetra Tech FW, Inc. will conduct an aerial raptor nest survey, a vegetation survey and mapping, and search for rare, threatened and endangered plants. This contract is not to exceed $22,300. (04-57)

Authorized a call for bids to provide Douglas PUD with excavating services for the Wells Hydroelectric Project. Occasionally excavation work needs to be performed as part of the operation of the Wells Hydroelectric Project. To insure completion of this work in a timely manner, it is in the best interest of Douglas PUD to seek bids from qualified contractors available to provide excavation service as needed. (04-58)

Authorized a call for bids to provide Douglas PUD with a removable bulkhead for the Wells Hydroelectric Project. This bulkhead is necessary to dewater the penstock that feeds a turbine associated with operation of the fish ladder on the West end of the dam. The sealing system for the normal maintenance gate is damaged and requires repair. (04-59)
