Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the March 1, 2004 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with traffic control flagging services. There was one bid received for the contract from McCandlish Electric, Inc of Wenatchee with a bid price of $105,750. The District’s estimate was $103,125. The bid will be evaluated prior to award recommendation.

Authorized a call for bids to provide Douglas PUD with a 4X4 cab and chassis. Douglas PUD’s 2004 budget includes provisions to replace a bucket truck. The vehicle will be used for maintenance of the District’s distribution electrical system. The appropriate boom system and assembly of the truck will be bid separate. (04-32)

Approved a call for bids to provide Douglas PUD with conduit and vault installation on Badger Mountain Road. This call for bids is necessary to install a new distribution line to follow the new County road from the Michael Doneen Substation to Gun Club Road. (04-33)

Approved a sole source purchase of passive integrated transponder tags from Biomark, Inc. The Washington Department of Fish and Wildlife is on contract to evaluate the performance of the Methow Hatchery and document the hatchery’s effect on naturally reproducing spring chinook salmon in the Methow River. The District can purchase the PIT tags necessary for this project at a cost lower than WDFW. In return, WDFW will reduce the contract with the District by $60,750, the amount they had budgeted for these tags. (04-34)

Authorized a professional services agreement with Dr. John Skalski for 2004 for the Wells Hydroelectric Project. The District is required by the National Oceanic and Atmospheric Administration to submit daily fish counts from Wells Dam to a regional fish count data base. The Corps of Engineers has previously done this for the District, but will no longer provide this service. The University of Washington DART web site currently has counts from other mainstream dams. Dr. Skalski would be responsible for data management and web posting on the DART system. (04-35)

Authorized a change order for the contract with Hale and Long, General Contractors to supply Douglas PUD with a headquarters addition. The changes cover new carpet in the headquarters building corridors and fiber optic equipment for south parking lot security cameras. The cost of all the changes is $24,794.43, raising the total project cost from $3,692,230 to $3,717,025. (04-36)

Authorized the execution of an agreement regarding allocation of the State of Washington tax-exempt bond ceiling. This agreement between the District, Grant County PUD and Chelan County PUD outlines the allocation among the three utilities of tax exempt bonding authority for the years 2004-2006. (04-37)
