Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the December 29, 2003 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to furnish and install pilings at Columbia Cove Park in Brewster. There were two bids received for the contract with bid prices at $35,523 and $122,970. The apparent low bid was received from Dawson Pile Driving Inc., of Lake Stevens. The District’s estimate was $61,313. All bids will be evaluated prior to staff recommendation.

Approved the distribution of an Official Statement in connection with the issuance of the District’s Electric Distribution System Revenue Bonds. (03-227)

Authorized a call for bids to provide Douglas PUD with two 115 kV Breakers for the Terry Substation. This addition will enhance reliability and reduce customer outages. (03-228)

Approved the purchase of a MiniSODAR system from AeroVironment, Inc., a sole source. This system will allow the District to measure wind velocity at elevations which represent actual wind turbine machine heights. (03-229)

Approved a change in the District’s travel reimbursement policy to reflect changes in the Internal Revenue Service approved mileage rate for 2004. (03-230)

Approved an amendment to the District’s 401 (A) Deferred Compensation Plan. The amendment will bring the District into compliance with the final minimum distribution regulations established by the federal government. The regulations were not finalized when the plan was last amended. (03-231)

Awarded ABB of Saint Laurent Quebec, a contract to provide Douglas PUD with excitation system replacement for units one through ten for the Wells Hydroelectric Project. ABB, with a bid price of $2,192,000, was the lowest responsive bidder. (03-232)

Authorized the renewal of employment of Frank Frisk to provide legislative information services for the year 2004. Frisk, a Washington, DC attorney, has been monitoring legislative matters on behalf of Douglas PUD since 1981. The terms of the contract have remained unchanged for the past several years. (03-233)

Approved an extension to the building maintenance contract with American Building Maintenance for the East Wenatchee headquarters facility. This will extend the contract through June 30, 2004 to allow completion of the East Wenatchee Headquarters Expansion prior to issuing a new call for bids. (03-234)

Adjusted the not to exceed price of the professional services agreement with EES Consulting. This resolution will increase the not to exceed amount to $150,000. (03-235)
