Douglas County PUD Commissioners Jim Davis and Mike Doneen executed the following actions during the November 17, 2003 Commission meeting held at the East Wenatchee Headquarters building:
Authorized an interlocal cooperative agreement for utility service charge billing and cash collection services with Douglas County Fire Protection District No. 7. Recent legislation authorizes the Fire District to collect a service fee for emergency medical services on residential properties located within their Fire District. (03-191)
Approved the execution of a letter of agreement with D. Hittle Associates for consulting engineering services related to issuance of Wells Project Revenue Bonds. In conjunction with the issuance of Wells Project Revenue Bonds, the District is required to obtain a certificate from a consulting engineer. (03-192)
Approved a call for bids to provide Douglas PUD with excitation system replacement for units one through ten at the Wells Hydroelectric Project. Each unit has an excitation system which produces a closely controlled field current. Compared to equipment originally installed at Wells Dam in the 1960s, currently available systems require less maintenance, are more efficient, provide faster response to command signals and de-energize more quickly during system emergencies. Directed the Manager to send letters to Douglas County governmental entities to solicit applications for 2003 Electric Utility Rural Economic Development Revolving Fund Grants. State law allows award of up to $50,000 in grants or loans for health, safety, conservation and business retention purposes in rural counties. The electric utility receives a $25,000 deduction on its public utility tax when funds are dedicated to this purpose.
