Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the November 10, 2003 Commission meeting held at the Bridgeport Office:

Approved a call for bids to design, build and install a pier, pilings, and float at Columbia Cove Park in Brewster for Douglas PUD. This project is in compliance with the 1997 Recreation Action Plan Update. (03-186)

Authorized open access technology international customer agreement for electricity transaction tagging services. This software provides greater ease of use, reliability, support and a slightly lower cost than the software currently in use. (03-187)

Extended the professional services agreement with QCL, Inc., of Ephrata, to provide Douglas PUD continued membership in the Public Agency Consortium. Douglas PUD participates in the consortium established by QCL Inc. to comply with the federally mandated Omnibus Transportation Act of 1991 regarding commercial driver’s licenses. This agreement with QCL will continue through 2004. (03-188)

Authorized submission of license amendment application to FERC with regard to the Wells Project Habitat Conservation Plan. The HCP is a 50-year agreement that essentially makes the Wells Project invisible to Plan Species through a No Net Impact (NNI) standard. The Plan Species include spring, summer/fall chinook salmon, sockeye salmon, coho salmon, and steelhead. The HCP is intended to satisfy the project’s obligations under the Federal Power Act, the Endangered Species Act, the Fish and Wildlife Coordination Act, the Essential Fish Habitat provisions of the Magnuson-Stevens Fishery Conservation and Management Act, the Pacific Northwest Electric Power Planning and Conservation Act and Title 77 Revised Code of Washington. The HCP also addresses project relicensing issues for the Plan Species. (03-190)
