Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the October 6, 2003 Commission meeting held at the East Wenatchee Headquarters building:
Held the budget hearings for the Distribution System and the Wells Hydroelectric Project. The Distribution System budget is for the calendar year 2003 while the Wells Project budget covers the September 1, 2002 through August 31, 2003 fiscal year. The Wells Hydroelectric Project budget was approved. District Staff will continue working on the Distribution System Capital Budget. When appropriate, a second hearing for the Distribution System Budget will be announced. (03-165)
Purchased power for the current form of the Distribution System Operating Budget for 2004 is estimated at $23,185,000, up approximately $829,000 from the 2003 estimate. Administration and general expenses are up approximately $343,000 from last year’s estimate and taxes are estimated to increase by approximately $35,500. The Distribution System Capital Budget of $6,269,000 for 2004 is a decrease of approximately $904,000 and includes approximately $3.9 million for electric system additions and improvements, $299,000 for the Douglas County Community Network, and $2,040,000 for vehicles, structures and equipment. The total revenue estimate of $35,218,000 is an increase of $1,612,000 from the 2003 budget. The 2004 budget does not include any increase in electric rates.
At $34,222,900 the total Wells Hydroelectric Project Operation Budget amounts to a $46,600 decrease from last year’s estimate. The Wells Project Revenue Budget estimate is equal to the Operation Budget as required by contract. The Wells Project Capital Budget totals $1,719,350. Major items include replacement of station service breakers, circuit voltage regulators and replacement of purchasing, accounts payable, material inventory and general ledger computer systems.
Approved the environmental review for the 2003-04 Wells Project Budget. As required by the Washington State Environmental Policy Act, all state and local agencies are to consider the environmental values of their actions. (03-166)
Awarded RFI Communications and Security, of Seattle, a contract to provide Douglas PUD with a security system for the Wells Hydroelectric Project. RFI Communications and Security, with a bid price of $329,172, was the lowest responsive bidder. (03-167)
Authorized an addendum to the excitation system replacement for units one through ten at the Wells Hydroelectric Project bid document. The pre bid conference with contractors revealed necessary revisions to the performance and payment schedules as well as the milestone tasks section. (03-168)
Approved the incidental take permit for the Wells Hydroelectric Project steelhead program. This permit will allow Douglas PUD to implement a steelhead hatchery program consistent with the provisions of the proposed Wells Habitat Conservation Plan. (03-169)
Changed the time and location of two Commission Meetings. The October 13th Commission meeting will be held in East Wenatchee at 2 p.m. The October 27th Commission meeting will be held in Bridgeport at 1:30 p.m. The change is due to the appearance of the half-size replica of the Washington, DC Vietnam Veterans Memorial, “The Moving Wall,” in Bridgeport during the week of October 26th.
