Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Mike Doneen executed the following actions during the September 15, 2003 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with a security system for the Wells Hydroelectric Project. There were 4 bids received for the contract with bid prices ranging from $329,172 to $375,458. The lowest bid was received from RFI Communications Security. All bids will be evaluated prior to award recommendation.

Approved canceling the bid opening to provide Douglas PUD with design, building and installation of a pier, pilings and float at Columbia Cove Park in Brewster. The permit issued by the Army Corps of Engineers and the Hydraulic Project Approval issued by the Washington State Department of Fish and Wildlife conflict in the color requirements for the pilings and float creating confusion for potential bidders. Authorized the acceptance of all work performed by Moe Asphalt and Sealcoating, Inc. working under the second year of a contract to Douglas County PUD to provide asphalt repair and installation. All work under the contract has been completed, inspected and determined to meet the bid specifications. (03-150)

Approved a change order for the contract with G.G Richardson, Inc. to supply Douglas PUD with Doneen Substation civil construction. The changes cover additional excavation work and cleanup and the elimination of hydro-seeding at this time. The cost of all the changes is $540. (03-151)

Approved the 2003 Mid-Columbia Hourly Coordination Expense Budget. Grant PUD, acting as Hourly Coordination Central, provides services for the coordination of power generation for the Mid-Columbia PUDs. (03-152)

Authorized Jacobs Civil, Inc. as consulting engineer for the Wells Hydroelectric Project. Douglas PUD is required to hire a nationally recognized independent consulting engineering firm for operation and maintenance engineering consultation on an immediate and continuous basis under a three year contract. Approved a call for bids to provide Douglas PUD with excitation system replacement for units one through ten at the Wells Hydroelectric Project. Each unit has an excitation system which produces a closely controlled field current. The present systems require high maintenance, are less efficient, provide slower responses and do not de-energize quickly during system emergencies. (03-154)

Authorized an agreement for professional services with LGL Limited for Methow River fish weir and trap design services. Douglas PUD has the need to replace or modify collection facilities on the Twisp River, Methow River, and the Chewuch River to meet the obligations of the 1990 Wells Settlement Agreement and proposed Wells HCP. Authorized the acceptance of an engagement letter with KPMG LLP for the fiscal year ended August 31, 2003 audit of the Wells Hydroelectric Project. KPMG LLP has provided Douglas PUD with consistent certified public accounting services. (03-156)
