Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis and Lynn Heminger executed the following actions during the June 9, 2003 Commission meeting held at the Bridgeport Office:

Approved the execution of a change order for the contract with Pacific Breakers to provide Douglas PUD Station Service Circuit Breakers for the Wells Hydroelectric Project. The change covers an upgrade of the electronic trip units, adding mechanical operations counters to circuit breakers, purchase of testing and programming units, installation labor, and purchase of provisions to store spare circuit breakers into existing cubicles. The cost of this change order is $135,698, raising the total contract from $810,000 to $945,698. (03-87)

Awarded Hale and Long General Contractors of East Wenatchee, the contract to provide Douglas PUD with a headquarters addition. Hale and Long, with a bid price of $3,347,000, was the lowest responsive bidder. (03-88)

Awarded IRS Environmental of Spokane, the contract to provide Douglas PUD with abatement for a headquarters addition. IRS Environmental, with a bid price of $46,633, was the only responsive bidder. (03-89)

Authorized advertisement for engineering services. For the Wells Hydroelectric Project, Douglas PUD is required to hire a nationally recognized independent consulting engineering firm for operation and maintenance engineering consultation on an immediate and continuous basis under a three year contract. The current contract with Jacobs Civil, Inc. will expire in October of this year. (03-90)

Declared certain Douglas PUD items of property as surplus and authorized the sale of those materials by auction. Items range from vehicles and tools to welding equipment. The sale, handled by the Northwest Auction Service, is scheduled for Saturday, June 28 at the Chelan County Road Department located off Easy Street in Sunnyslope. (03-91)

Approved retirement and disposal of certain District personal property items. Douglas PUD has 20 PCs, four monitors and two printers that are either not working or obsolete. Due to environmental concerns, electronic equipment must be disposed of as hazardous waste material. Douglas County Solid Waster Program is planning a joint collection event on June 24. The cost to the District to properly dispose of these items is $278. (03-92)

Approved participation in the 2003 Chelan County PUD Bull Trout Telemetry Study. Although the information collected in a 2002 Bull Trout Study was encouraging, U.S. Fish and Wildlife Service is concerned not all of the potential hydroelectric impacts on bull trout have been measured. Therefore, U.S. Fish and Wildlife Service have requested a third year of study. Douglas PUD’s share of the study is not to exceed $41,000. (03-93)

Authorized the following Washington Department of Fish and Wildlife budgets:

Operation and maintenance budget for the Wells Hatchery for the 2003-2004 fiscal year for $844,989. This is a 0.1% decrease from last year’s budget. (03-94)

Operation and maintenance budget for the Methow Hatchery for the 2003-2004 fiscal year for $688,074. This is an 18.4% increase from last year’s budget. The primary reason for the increase in the budget is National Marine Fisheries Service requirement of 24-hour guards when fish are at the acclimation ponds and the trap weir is operational. (03-95)

Methow and Wells Hatchery Complex Evaluation Program for the 2003-2004 fiscal year for $184,440. This is a 25% decrease from last year’s budget. The main reason for the decrease in the budget is Washington Department of Fish and Wildlife evaluation activities discontinued the spawning ground surveys for steelhead. (03-96)
