Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the January 6, 2003 Commission meeting held at the East Wenatchee Headquarters building:

Reorganized the Board of Commissioners electing T. James Davis as President, Lynn M. Heminger as Vice President/Assistant Secretary and Mike Doneen as Secretary Treasurer. Heminger will continue to represent Douglas PUD for the American Public Power Association while Doneen will continue to be the representative to the Northwest Public Power Association. Davis will also continue as representative for the Washington PUD Association. All three Commissioners serve as alternates to these three trade organizations.

Approved the call for bids to provide Douglas PUD with the installation of underground primary cable. After evaluating methods to rebuild the existing overhead lines in the Waterville Plateau area or replacing them with underground lines using plowing installation techniques, it was decided that when possible overhead lines should be replaced with plowed underground primary cable to avoid problems that occur when frost accumulates on overhead lines. Authorized retirement and sale of networking equipment to Douglas County. The networking equipment is surplus to Douglas PUD’s needs. Douglas County has agreed to pay fair market value, $900, for the networking equipment. (03-02)

Approved an amendment to the agreement for professional services with EDAW, Inc. to perform wildlife and botanical studies with regard to wind generation. EDAW will conduct three environmental studies necessary for analysis of potential wind generation sites. The contract is not to exceed $195,542. (03-03)

Authorized the District to issue a land use permit to the Colville Confederated Tribes for Wells Tract 1127, 1114 and 1031. This land is adjacent to the Cassimer Bar Hatchery that the District will be transferring to the Colville Confederated Tribes. Use of the land will facilitate the successful operation of the hatchery. (03-04)

Rescheduled the January 20th Commission meeting to Tuesday, January 21st. It will be held at 2:00 p.m. in the East Wenatchee Headquarters building.
