Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the November 25, 2002 Commission meeting held at the East Wenatchee Headquarters building:

Approved a land use permit with Mike and Pam Sachs. Douglas PUD owns 159-acres of property near Rock Island for possible future development of a wind generation site staging area. The Sachs will pay Douglas PUD fair market value, $1,200 per year, to farm the block of land. (02-237)

Approved the funding request of North Central Educational Service District, NCESD, in the amount of $42,729 for the 2002-2003 school year. In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten, first, second, third, fourth, fifth and seventh grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. In addition, a fifth and sixth grade curriculum includes some Douglas County history and geology along with a tour of the Wells Hydroelectric Project. (02-238)

Authorized a Professional Services Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. Badger Mountain Productions has been providing video documentation for several years and has a good knowledge of District operations. This contract shall not exceed $130,000. (02-240)

Approved an interlocal cooperation agreement with Grant County PUD with regard to fish rearing. Grant County PUD needs yearling summer chinook salmon to conduct a PIT-tag survival study. Douglas PUD will provide 120,000 yearling summer chinook salmon, two months supply of off-station fish food and Professional Biological Services in support of their 2004 PIT-tag survival study. In exchange for these services and materials, Grant County PUD will reimburse Douglas PUD for costs up to but not exceeding $81,560. (02-241)

Authorized amending the assessment roll of Local Utility District No. 1 of Douglas County to include the City of East Wenatchee at a one-third share of the annual assessment. The LUD area has been annexed into city limits. The City provides street lights at intersections within city limits.(02-242)

Approved the assessment roll of Local Utility District No. 1 of Douglas County, the Rio Vista Street Lighting System. Manager Bill Dobbins advised the Commission the assessment would decrease to $21.00 per lot, due to the addition of the City of East Wenatchee to the LUD. The City’s share of the assessment will be $630. The Public Hearing date is set for December 16, 2002 at 2:00 p.m. in the East Wenatchee Headquarters. Any lot owner in the LUD area wishing to comment on the assessment may do so in writing prior to that time or by attending the hearing in person. (02-243)

Authorized, solely for the purpose of meeting Internal Revenue code requirements, the issuance of up to an aggregate total of $492,000,000 of Chelan PUD revenue Bonds. This approval satisfies the Tax Equity and Fiscal Responsibility Act requirements, and will allow Chelan County PUD to issue tax-exempt Environmental Enhancement Bonds. (02-244)
