Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the August 12, 2002 Commission meeting held at the Bridgeport Office:

Rejected the bid submitted to rebuild and modify a General Electric substation transformer for Douglas PUD. The bid received for the contract exceeded the engineer’s estimate by more than the amount allowable under state law. (02-173)

Awarded Elco Industries Ltd. of Israel a contract to provide Douglas PUD with a new substation transformer. Elco Industries Ltd., with a bid price of $373,240, was the lowest responsive bidder. (02-174)

Awarded Alstom Transmission and Distribution Inc. of Georgia a contract to provide Douglas PUD with substation circuit breakers. Alstom Transmission and Distribution Inc., with a bid price of $49,545, was the lowest responsive bidder. (02-175)

Approved the acceptance of all work performed by Star Rentals, working under contract to provide Douglas PUD with a self-propelled, boom supported, elevating work platform for the Wells Hydroelectric Project. All work under the contract has been completed and determined to meet the bid specifications. (02-176)

Authorized an amendment to agreement for professional services with PBS Environmental Services. Douglas PUD has ongoing needs for hazardous material assessment and monitoring at all District facilities. This amendment will increase the not to exceed budget by $100,000. (02-177)

Approved a change order for the contract with Allen Construction to supply Douglas PUD with excavating services for the East Wenatchee Headquarters facility and the Wells Hydroelectric Project. The cost of the debris removal operation totaled $296,700. This change order increases the not to exceed budget to $696,700. (02-178)

Authorized a call for bids to provide Douglas PUD with moving and storing transformer insulating oil for three transformers at the Wells Hydroelectric Project. Douglas PUD needs to perform maintenance on three transformers and handling the insulating oil is beyond the capabilities of the District. (02-179)
