Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the January 7, 2002 Commission meeting held at the East Wenatchee Headquarters building:

Presented Commissioner T. James Davis with his 15-year service award. In making the presentation, Commission President Lynn Heminger thanked Davis for his many years of dedicated service to Douglas County PUD. “It has been a privilege to work with my fellow Commissioners on a variety of Douglas County PUD issues to make a real difference for the people of Douglas County,” said Davis.

Authorized wind testing lease and option agreement with one property owner covering 160 acres for an annual payment of $375. Douglas PUD now has 141 wind testing lease and option agreements covering over 74,600 acres.

Approved amendment No. 2 to the Agreement for Professional Services with Richard L. Simon. Simon is currently gathering and analyzing data from Douglas PUD’s 22 anemometer towers in our wind generation study. This amendment will increase the contract limit from $50,000 to $100,000.

Authorized the acceptance of all work performed by Morrell Asphalt and Paving working under contract to Douglas County PUD to provide asphalt repair and installation. All work under the contract has been completed, inspected and determined to meet the bid specifications.

Approved a purchase of pole-top switches and controls from SC Electric Company, the sole source provider for such equipment. Douglas PUD must automate pole top switches on the Distribution System to provide the needed reliability and improve emergency response. SC Omni-Rupters are used for existing pole top switches. The new automated switches will be compatible with existing equipment.

Authorized a purchase of replacement 115 kV insulators from NGK-Locke Polymer Insulators, Inc., the sole source provider for such equipment. The District has experienced excessive electrical flashover on the insulators installed on the Eastmont to Hanna 115 kV transmission line in 1992. The quantity of faults justifies the replacement of all the original insulators. There is only one satisfactory replacement for the insulators due to the unique mounting design.

Authorized a call for bids to provide Douglas PUD with traffic control flagging services. Necessary on a regular basis for Distribution System construction work along roadways, this call will provide flagging services for the period from February 15, 2002 until December 31, 2002, with a one-year extension option.

Approved an extension of Agreement for Professional Services with Dr. Jim Chatters, doing business as Applied Paleoscience. Dr. Chatters conducted field investigations during the 1998-2001 contract term. This resolution will extend the contract by six months to insure the delivery of reports and collected materials.

Rescheduled the January 21st Commission meeting to Tuesday, January 22nd. It will be held at 2:00 p.m. in the East Wenatchee Headquarters building.
