Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the December 10, 2001 Commission meeting held at the Bridgeport Office:

Authorized wind testing lease and option agreements with four property owners covering a total of 68 acres for annual payments totaling $159. Douglas PUD now has 138 wind testing lease and option agreements covering over 73,400 acres.

Approved an amendment to the professional agreement with Pacific States Marine Fisheries Commission. The purpose of this contract is to equip the Wells Hydroelectric Project with the ability to record the passage of adult fish carrying passive integrated transponder (PIT) tags and required by federal and state fishery agencies. The information collected during the Site Analysis phase of the project identified electromagnetic noise in the fish ladders. To eliminate this noise Douglas PUD will need to relocate PIT tag detection coils from the originally identified installation site and purchase two additional detection coils at a cost not to exceed $22,939. This addition will bring the total cost of the adult PIT tag detection project to $228,377.

Authorized the renewal of a Data Processing Access Agreement with Douglas County. This agreement allows Douglas PUD personnel to research current ownership of properties and location of easements in the County Auditor and Assessor database. The cost of accessing this information is not to exceed $250 per month.

Approved a change in the District’s travel reimbursement policy to reflect changes in the Internal Revenue Service approved mileage rate for 2002.

Agreed to continue membership with the Foundation for Water and Energy Education, FWEE, for the year 2002. FWEE consists of utilities and various organizations and businesses with the mission of providing balanced information regarding the use of water as a clean and renewable energy resource in the Northwest. Based on the generating capacity at the Wells Hydroelectric Project, Douglas PUD membership dues are $5,870.

Canceled the regularly scheduled December 24th Commission Meeting.

Rescheduled the December 31st Commission Meeting to January 2nd. The January 2nd meeting will be held at 2 p.m. in the East Wenatchee Headquarters Building.
