The following is a report of the Douglas County Public Utility District Commission meeting that was held on July 2, 2001.
There were no bids submitted to provide Douglas PUD with hatchery well and pump maintenance for the Wells Hydroelectric Project and associated fish hatchery facilities. Maintenance work needs to be performed in a timely manner by a qualified contractor. Therefore, a qualified contractor must be available to provide services when needed. Douglas PUD will locate a qualified contractor and negotiate a contract for well and pump maintenance.
Authorized wind testing and lease options with nine property owners covering a total of 6,642 acres for annual payments totaling $15,568. Douglas PUD now has 43 wind testing and lease options.
Authorized a resolution to continue participation in a comment process by Van Ness Feldman regarding General Account Office study for collecting fees for use of Federal Lands. The General Accounting Office is evaluating an approach proposed by the Federal Energy Regulatory Commission which would charge each licensee a percentage of its annual net revenues from power generation. The proposed approach is problematic for the Wells Hydroelectric Project since all power is sold at the cost of operating the project. Van Ness Feldman submitted a report to the GAO to help with their study. Douglas PUD will continue to utilize assistance from Van Ness Feldman to comment on this issue. The cost of this contract is not to exceed $8,000.
