The following is a report of the Douglas County Public Utility District Commission meeting that was held on September 11, 2000.
The Commissioners authorized an agreement for the long-term exchange of firm power between Douglas County PUD and Avista Energy, Inc. This particular agreement represents part of a 1996 resolution that adopted an integrated resource plan wherein management staff was directed to implement a resource strategy. That resource plan called for mid to long-range firm power purchases and/or exchanges to meet the expected energy needs in Douglas County.
Douglas PUD subsequently purchased a block of firm power from the Bonneville Power Administration covering a five and one-half year period beginning October 1, 2000. Management staff next negotiated with Avista Energy, Inc. of Spokane for today’s firm power exchange agreement of approximately 1.9 million megawatt-hours of energy. This fixed rate agreement covers the period of October 1, 2000 to July 31, 2017. Together, these agreements will serve Douglas County customers well during this timeframe with sustainable power at a known cost. In 2018, Douglas County PUD will begin receiving more power from the Wells Hydroelectric Project that will carry the county’s electrical requirements well into the future.
