Douglas PUD Commission Meeting Report

The following is a report of the Douglas County Public Utility District Commission meeting which was held on October 11, 1999.

The Commissioners authorized the new administrative position of Network Analyst. This position is necessary for the installation and configuring of network applications and operating systems plus additional duties associated with network management software. Other duties will include installing, maintaining, and troubleshooting all of the District PCs and servers plus the development and maintenance of network documentation.

Douglas PUD staff had requested another administration position that the Commission approved. The position will be titled Programmer Analyst and will be filled by Rich Klein, the current Douglas PUD AM/FM Engineer. Some of the duties of this new additional position include the development of software applications to support all departments as well as additions and modifications to the customer information system plus some distribution engineering work.

For some time, QCL, Inc. of Ephrata, Washington has provided Douglas PUD with an Employee Assistance Program and membership in a Public Agency Consortium covering PUD employees with a commercial driver’s license. The Commissioners approved a new agreement for the year 2000. Terms of the agreement are the same as in years past.

The Commissioners approved a professional services agreement with Rensel and Associates to conduct a chinook survey on the Wells Dam Reservoir. The survey is to identify chinook spawning locations within the Wells Dam Reservoir and tailrace. The agreement is not to exceed $17,931.

For many years Douglas PUD has maintained an agreement with the U.S. Geological Survey for river gauging stations and maintenance on the Columbia and Methow Rivers. The agreement is handled on an annual basis. The Commissioners approved a new agreement with the U.S.G.S. for the period covering October 1, 1999 to September 30, 2000 and amounts to $26,630.

The Commissioners established the date of October 21, 1999 at 9:00 a.m. in the East Wenatchee Headquarters as the date for a Special Bond Meeting. The purpose of the meeting will be for the Board of Commissioners to consider and act on four resolutions and two purchase contracts related to the issuance of Revenue Bonds for the District’s Wells Hydroelectric Project.

The regular commission meeting of October 25, 1999 was cancelled.
