Douglas PUD Commission Meeting Report

The following is a report of the Douglas County Public Utility District Commission meeting which was held on May 3, 1999.

Bids from three prequalified bidders were opened at the regular commission meeting on April 19th for a new or used aerial manlift bucket-truck. Prices ranged between $63,738 to $68,296 for the vehicle. Altec Industries, Inc. provided a quote of $64,995 for a demonstrator truck that proved to be the lowest, responsive bid. Today the commissioners awarded the bid to Altec for the used 1998 aerial manlift bucket-truck. The vehicle will be used for maintaining and installing customer services, streetlights, and fiber optic cable.

The commissioners authorized a call for bids to provide Douglas PUD with the installation of fiber optic cable. The analog microwave link from the Douglas Switchyard to the Wells Hydroelectric Project needs to be replaced. Since fiber optic cable provides the longest life at the best cost, it will be used. Fiber optic cable will also give the PUD reliability, high quality voice, video and data communications for present and future needs. Bids for the work will be accepted until 2:00 p.m., June 1, 1999.

Since Douglas County PUD and Douglas County are municipal corporations in Washington State, interlocal agreements (agreements between local jurisdictions) are permitted for the good of the mutually served citizens. The PUD supplies electric and water services that require a modern communication network. This communication network is critical to the generation, transmission, distribution and business functions providing those services. Douglas County supplies governmental services to those same citizens. The county needs a modern communication network between offices, facilities, and various supporting agencies. The commissioners agreed that an interlocal cooperative agreement would serve the mutual interests of both municipal corporations by exchanged services using a portion of the PUDs excess capacity on the data communications network. The commissioners signed a resolution giving approval to an interlocal cooperative agreement between Douglas County PUD and Douglas County.

Intermountain West International has completed the removal of asbestos at the East Wenatchee Headquarters building, Wells Hydroelectric Project, and Wells Fish Hatchery. That work has been inspected and determined to be in compliance with the required specifications. The commissioners authorized the acceptance of work performed by Intermountain West and approved payment of the remaining unpaid balance to the firm.
