The following is a report of the Douglas County Public Utility District Commission meeting which was held on April 26, 1999.
The commissioners awarded the bid to provide Douglas PUD with miscellaneous conduits, vaults, electrical and concrete work to McCandlish Electric. The local firm had presented to lowest evaluated responsive bid of the six bids received for the contract at the commission meeting of April 19. With prices running from $137,872.50 to $675,875.60, the awarded contract is not to exceed $300,000 and will expire on March 31, 2000. The agreement contains an option for a one-year renewal.
At the regular commission meeting of March 22nd, the commissioners had approved a call for bids for removing the Northern Pikeminnow throughout the Wells Hydroelectric Project. Pikeminnow are known to have a significant impact on the mortality rate of migrating juvenile salmon. Columbia Predator Control presented the only bid for the contract. The commissioners awarded the bid to provide Douglas PUD with an agreement for the removal of pikeminnow to Columbia Predator Control for the year 1999. The awarded contract is not to exceed $100,000. This new agreement represents a $3.86 per fish decrease from the average 1998 removal cost.
The commissioners also authorized a call for bids to provide Douglas PUD with the replacement of power circuit breakers that are located at Wells Dam and the Douglas Switchyard. Used in conjunction with the 230kV electrical system, the existing General Electric type ATB units are becoming obsolete and require excessive maintenance. Replacing these old breakers will improve reliability and eliminate a maintenance problem. The plan calls for a multi-year, phased replacement program with one circuit breaker to be purchased in the 1999-00 fiscal year and additional breakers into the future until all 15 have been replaced.
