The following is a report of the meeting of the Douglas County Public Utility District Commission, which was held on June 1st.
The Commission gave approval for Douglas PUD to enter into an agreement with the Bonneville Power Administration, BPA, for the purchase of 50 megawatts of firm power. This agreement covers the period from October 2000 to March 2006 with the power intended to be used for Douglas Countys prospective energy needs during that period.
Douglas PUD entered into another one year agreement with the Chelan/Douglas Community Action Council (CDCAC). Since 1988, Douglas PUD and the CDCAC have worked together weatherizing all-electric homes for low-income residents of Douglas County. The funds for this program originate with the State of Washington through the Energy Matchmaker Program. Under this program, Douglas PUD provides the initial funding and the state, through the Matchmaker Program, matches that amount. Funding for 1998 was set at $25,000, the same as last year. In 1997, an amount in excess of $62,800 was used by the CDCAC for this program, weatherizing 18 homes in Douglas County and saving 131,563 kwh annually.
Northern Squawfish are predator fish that have a very detrimental effect on migrating juvenile salmon. These fish lay in wait below Wells Dam to prey on juvenile salmon disoriented in the turbulent waters. Douglas PUD has tried removing the predators by various means; including hourly fishers. Douglas PUD staff has recommended hiring professional fishers with compensation levels established for actual fish caught. The Commission agreed to call for bids for a proposal to control Northern Squawfish populations using pre-qualified professionals.
Commissioners gave their approval for the creation of the new administration position of Programmer Analyst. When the search is completed, the PUD will have another needed person who will aid in the Districts software, SCADA, and web site development. The intent is to reduce the Districts reliance on outside companies as well.
