Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the August 19, 2013 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 13-16-D, perform on-site battery testing services. The only bid of $58,500 was submitted by EPC Service Company of Billings, MT. The bid will be analyzed by staff prior to the District awarding a contract.

Opened bids for the Wyatt/ Unger mobile home. The apparent high bid  of $2,767.89 was from Jeremiah Paulston. The bids will be analyzed by staff prior to the District awarding a contract.

Awarded Administrative Assistant - Relicensing Mary Mayo with her twenty year service award. Commissioner Heminger thanked Mary on behalf of the citizens of Douglas County for her years of service and great attitude. Mary thanked the Commission and said it has been an honor.

Accepted contractor's bid in the Interlocal Cooperative Agreement with the City of East Wenatchee for the Eastmont Avenue Reconstruction.

Approved a call for bids under bid document 13-17-W, pressure grout two drain holes at the Wells Hydroelectric Project. Fractures have been identified in two of the drain holes at the Wells Hydroelectric Project that are used to collect measurements on the stability of the concrete dam structure. A procedure has been developed to grout the fractures.

Authorized amendment No. 1 to professional services agreement with WDFW for steelhead genetic analysis to allow continued analysis in the 2013-2014 fiscal year. This amendment increases the not to exceed cost $15,502 bringing the total not to exceed cost to $56,022 and extends the contract to August 31, 2014.

Authorized the sole source purchase of 32,000 passive integrated transponder (PIT) tags from Biomark Inc. The Habitat Conservation Plan Monitoring and Evaluation Implementation Plan calls for tagging hatchery and wild juvenile salmonids with PIT tags to meet several objectives required in the HCP and covered by the existing hatchery permits. The District's White Sturgeon Management Plan requires the PIT tagging of juvenile sturgeon released from the District's sturgeon hatchery program. PIT tags manufactured by Biomark are the only tags that work with the detection systems installed at Columbia River dams. The cost is not to exceed $87,705.

Authorized a renewable energy certificate purchase and sale agreement with OneEnergy Renewables. Under this arrangement OneEnergy has the right to claim and report non-power attributes associated with the District's share of the output from the Nine Canyon Wind Project occurring during calendar years 2013-2014.

Reminded those in attendance the August 26th Commission Meeting has been canceled.

The next meeting of the Commission is scheduled for 1:30 p.m. Tuesday, September 3, 2013 at the District's East Wenatchee office.
