Doulgas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 27, 2014 Commission meeting held at the District's East Wenatchee office:

Authorized acceptance of work and final payment to TJE, LLC for the third year of contract 11-10-D, traffic control flagging.  All work under the contract has been completed and determined to meet the bid specifications. (14-134)

Approved a professional service agreement with SSP Innovations, LLC for GIS solution maintenance and support. The agreement will not exceed $50,000 and will conclude December 31, 2015. (14-135)

Authorized an agreement with Avista Corporation for purchase and sale of power.  The District has surplus energy available to sell during the period January 1, 2015 through March 31, 2015. (14-136)

Approved a one year extension agreement with the United States Bureau of Reclamation and the Greater Wenatchee Irrigation District for Transmission Service and Facility Maintenance. (14-137)

Authorized the funding request of North Central Educational Service District (NCESD) in the amount of $26,348.17 for the 2014-2015 school year. In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten through fifth grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. This funding also provides for fourth grader participation in the River of Power program. (14-138)

Approved a land use permit No. 1143A-01. This permit will allow placement of a sign welcoming travelers onto the Colville Reservation on District property. (14-139)

Authorized professional service agreement with ESSA Technologies Ltd. For phase 1 of the renewal and modernization of the Fish Water Management Tool. The age and support status of the current software and hardware necessitate modernization. (14-140)

Approved legal services provided by Bingham McCutchen LLP. The District, together with Chelan and Grant PUDs, is engaged in evaluating options related to the Columbia River Treaty and contracts related to the Treaty. This firm has necessary expertise. The District's share of the agreement will not exceed $100,000. (14-141)

Authorized renewal of property insurance coverage with Ace American Insurance Company and Liberty Mutual Insurance Company. (14-142)

Affirmed addendum No. 1 and approved addendum No. 2 to bid document 14-12-W, construct Carpenter Island Public Boat Launch. The addendums added a second pre-bid inspection conference and extended the bid opening date to February 9, 2015 to accommodate a better work window. (14-143)

The next meeting of the Commission is scheduled for 1:30 p.m. November 10, 2014 at the District's East Wenatchee office.
