Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the July 14, 2014 Commission meeting held at the District's East Wenatchee office:
Awarded Power Operations Superintendent Hank LuBean with his twenty-five year service award. Commissioner Heminger thanked Hank on behalf of the citizens of Douglas County for his years of service. Hank thanked the Commission and said he has enjoyed working with his co-workers and at the District.
Affirmed addendum No.1 to bid document 14-10-W, Rehabilitation of the Intake Trash Racks at the Wells Hydroelectric Project. The pre-bid conference with potential bidders revealed necessary revisions and clarifications to the bid document.(14-084)
Opened bids under bid document 14-10-W, Rehabilitation of the Intake Trash Racks at the Wells Hydroelectric Project. The apparent low bid was received from ECI Services of Pasco. The bids will be evaluated prior to a recommendation for contract award.
Congratulated Kyle and Kole Pennington on their first place finish at the Andrew York Lineman Rodeo.
Authorized a request for proposals, 14-11-S, on-call meter reading services. Reliable meter reading is important to the continued operation of the District. Because of meter technology and staffing changes the District has need for temporary on-call meter reading services. (14-085)
Approved Itron as the sole source for class 200/320 meters and meter reading equipment. The customer accounting system is integrated with this brand's software. Continued use and deployment of Itron equipment is necessary to provide customer meter reading and billing continuity. (14-086)
Authorized revising Schedule 6 of the Electric Distribution System Customer Service Policies. These revisions eliminate the practice of rounding the billing for Internet Bandwidth Services and clarify the description of Business Class Circuit. (14-087)
Approved extending the Master Service Agreement with Pacific Northwest Net, Inc. for delivery of off air Seattle channel feeds for an additional 36 months. (14-088)
Authorized acceptance of work and final payment to Tunnel Hill Granite under contract 12-12-W, 2012-2013 heavy equipment services. All work under the contract has been completed and determined to meet the bid specifications. (14-089)
Approved change order Nos. 2 and 3 to contract 13-01-W, fire protection and service water system upgrades for the Wells Hydroelectric Project. Various changes were necessary for the proper installation of the system. These changes increase the not to exceed cost $126,891, bringing the total not to exceed amount to $3,951,102. Approved change order No.2 to contract 13-06-W, 480V circuit breaker installation for the Wells Hydroelectric Project. Necessary to extend the completion date of the contract to August 31, 2014 to allow for additional design time and for scheduling electrical outages. There is no change to the total cost of the contract. (14-092)
Accepted bids received for Douglas PUD surplus items sold by Booker Auction. The auction raised $6,585 for Douglas PUD. (14-093)
Heard a report on the Douglas County Community Network. The network currently has 2,412 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. July 28, 2014 at the District's East Wenatchee office.
