Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ronald E Skagen and Molly Simpson executed the following actions during the September 11, 2017 Commission meeting held at the District's East Wenatchee office:

Commissioner Skagen, Loren Grode, Commissioner Simpson 

Awarded Distribution Superintendent Loren Grode with his thirty-year service award. Commissioner Skagen thanked Loren on behalf of the citizens of Douglas County for his years of service. Loren thanked the Commission and said "It has gone fast. Lots of good people welcomed me when I started in Bridgeport. It's like a big family."

Reviewed bid opening results for bid documents 17-04-W, construct Okanogan River paddlers campground and 17-14-W, Methow Hatchery Pond 13 avian protection improvement and pond liner replacement.

Authorized increasing the dollar amount of the East Wenatchee Petty Cash fund to $250.  (17-132)

Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Chuck Yarbro Auctioneers, is scheduled for Saturday, September 30th. (17-133)

Authorized video transport agreements with MGM Domestic Networks, Inc.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (17-134)

Approved renewal of Information Security and Privacy Liability Insurance with Beazley to protect against cyber criminals. (17-135)

Authorized interconnection and service agreement with McDougall & Sons, Inc. as required by the Customer Service Policies, Section 36. (17-136)

Approved acceptance of work and final payment to Cascade Cable Constructors, Inc. for the third year under contract 14-09-D, provide traffic control services. All work has been completed and determined to meet bid specifications. (17-137)

Affirmed change order No. 13 to contract 14-19-W, Wells Hatchery Modernization. This change will extend the completion date to October 31, 2017 with no change in cost. (17-138)

Affirmed addendum No. 2 to bid document 17-01-W, upgrade the 300T gantry crane at the Wells Hydroelectric Project to provide clarifications to the contract documents. (17-139)

Awarded contract 17-04-W, construct Okanogan River Paddlers Campground to Selland Construction, the lowest responsive bidder. (17-140)

Authorized a call for bids under bid document 17-06-W, directional drilling of HDPE pipe through a railroad/roadway embankment at the Wells Hydroelectric Project. Necessary to replace a water line. (17-141)

Approved change order No. 2 to task order No. 5 under the Master Consulting Services Agreement with Stantec Consulting Services, Inc. Task order No. 5 is nearing the authorized not-to-exceed amount and there is continued need for engineering services. This change will increase the not-to-exceed cost of task order No. 5 $145,000. (17-142)

Authorized approval of land use permit 304-04, Richard Kerbs. The permit is for continued use of Project lands previously permitted for a single use dock, lawn, bulkhead and landscaping. (17-143)

Approved land use permit 311F-02, Joe and Laverta Dauterman. The permit is for continued use of Project lands previously permitted for lawn and landscaping. (17-144)

Authorized approval of land use permit 486B-01, Marc and Nancy Tillson. The permit is for continued use of Project lands previously permitted for a single use dock, lawn and landscaping. (17-145)

Approved land use permit 489-02, Matt Horey and Lori Dijulio-Horey. The permit is for continued use of Project lands previously permitted for a single use dock, water pump and intake pipe, beach and rockery. (17-146)

Heard a report on the Douglas County Community Network. The network currently has 3,827 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. September 25, 2017 at the District's East Wenatchee office.
