Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the May 22, 2017 Commission meeting held at the District's Bridgeport office:
Heard a report for the bid opening for bid document 17-06-W, transformer services at Douglas Switchyard and the Wells Hydroelectric Project. All bids will be evaluated prior to contract award.
Approved interconnection and service agreement with Auvil Fruit Company, Inc. as required by the Customer Service Policies, Section 36. (17-066)
Authorized a request for proposals under 17-07-D, network upgrade. Necessary to replace aged networking equipment. (17-067)
Approved the establishment of a capital project revolving loan fund. (17-068)
Authorized change orders No. 54-55 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. These changes include out-of-scope repairs to Unit 4 outer head cover and stay ring flange. This will increase the contract $368,024, bringing the total not to exceed amount to $164,767,722. (17-069)
Approved amendment No. 2 to professional service agreement 12-23-W, with Erlandsen and Associates, Inc. The firm is engaged in a number of continuing projects for the District that will exceed the contract limit. This amendment will increase the not-to-exceed limit $250,000 bringing the total not-to-exceed limit to $1,000,000. (17-070)
Affirmed addendum No. 1 to bid document 17-06-W, transformer services at Douglas Switchyard and the Wells Hydroelectric Project to provide clarifications to the contract documents. (17-071)
Authorized approval of land use permit 332-01, Mitch and Tina Herdt. The permit is for continued use of Project lands previously permitted for a single use dock, and residential landscaping. (17-072)
Approved approval of land use permit 340-02, Russell and Stacy Mahan. The permit is for continued use of Project lands previously permitted for a single use dock, residential landscaping and vegetation control. (17-073)
Authorized approval of land use permit 716-01, Guy and Constance Fry. The permit is for a ten foot mowed access path on Project lands. (17-074)
Awarded KVA Electric contract 17-06-W, transformer services at Douglas Switchyard and the Wells Hydroelectric Project. They were the only responsive bidder. (17-075)
Appointed Gary Ivory General Manager effective July 1, 2017. Retiring General Manager Bill Dobbins has been with the District for more than thirty years, twenty-one of those as General Manager. "Past and current Commissioners and the citizens of Douglas County have appreciated Bill's many years of dedicated leadership and service to the customers of Douglas County PUD," said Ron Skagen, Douglas PUD Commission President. "Bill has always placed the needs of the District over his own wishes. The District will continue to benefit in the future because of his guidance." Gary was appointed Assistant General Manager three years ago after a process to select Bill's likely replacement. Starting as Deputy Auditor in 1997, Gary has served in many leadership capacities in different areas of the District. "Gary has been a quick study under Bill's direction the last three years as Assistant General Manager and we are confident of a smooth transition to this capable employee. We unanimously support Gary and look forward to many years of his proven dedicated leadership." (17-076)
