Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the May 15, 2017 Commission meeting held at the District's East Wenatchee office:
Authorized the sale of Wells Project Output to PUD No. 1 of Okanogan County beginning September 1, 2018. The terms and conditions make adequate provision for the power and energy needs of Douglas County PUD. The Okanogan Power Sales Contract will provide consistent and predictable revenue sufficient to meet District financial needs.
Approved interconnection and service agreement with Crane and Crane as required by the Customer Service Policies, Section 36.
Authorized amendment No. 7 to the agreement with Jacobs Engineering Group, Inc. for consulting engineering services. This amendment will increase the not to exceed limit $2,000,000 for a total not to exceed limit of $9,000,000. The agreement is for "on-call" engineering and the scope of services varies from year-to-year depending on the District's needs for Wells Project operations.
Approved change orders No. 45-53 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. These changes include repair of generator rotor poles, shaft seal filtration system, new rotor rim laminations, machining generator rotor spider arms, repair of intermediate head cover, new rotor torque keys, supply spare generator vapor seal, engineering and site support for welding repairs for rotor spider arm. This will increase the contract $1,479,514, bringing the total not to exceed amount to $164,399,698.
Authorized amendment No. 9 to Agreement for Engineering Services with HDR Engineering under contract 11-13-W. This change would allow HDR to engineer a new avian predation protection system and engineer a replacement of the liner in Pond 13 at the Methow Fish Hatchery. This change increases the contract $53,247 bringing the total not to exceed limit to $5,721,347 and extends the agreement through Marcy 31, 2018.
Approved acceptance of work and final payment to Halme Builders under contract 13-01-W, fire protection and service water system upgrades at the Wells Hydroelectric Project. All work has been completed and determined to meet the bid specifications.
Authorized amendment No. 3 to Professional Service Agreement 13-03-W with Erlandsen and Associates. This will allow for continued engineering and construction support, increase the not to exceed limit $440,000 for a total not to exceed amount of $2,340,000 and extend the term of the agreement to December 31, 2018.
Affirmed the call for bids under bod document 1706-W, transformer services at Douglas switchyard and the Wells Hydroelectric Project. The District is not capable to perform the required repairs with District staff.
Authorized a renewable energy certificate purchase and sale agreement with Shell Energy North America L.P. Under this arrangement Shell Energy has the right to claim and report non-power attributes associated with the District's share of the output from Nine Canyon Wind Project occurring during calendar year 2017.
The next meeting of the Commission is scheduled for 1:30 p.m. May 22, 2017 at the District's Bridgeport office.
