Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the January 12, 2015 Commission meeting held at the District's East Wenatchee office:
Reorganized the Board of Commissioners electing Ronald E. Skagen as President, T. James Davis as Vice President/Assistant Secretary and Molly Simpson as Secretary/Treasurer. Skagen will represent Douglas PUD for the Washington PUD Association and the American Public Power Association. Simpson will be the representative for the Northwest Public Power Association.
Conducted a public hearing for proposed pole attachment rate. The District received one written comment and no one was present with comments, the Commission declared the hearing closed. Staff will bring a recommendation to the Board at a later date.

Awarded Wildlife Biologist Jim McGee with his thirty-five year service award. Commissioner Skagen thanked Jim on behalf of the citizens of Douglas County for his years of service. Jim thanked the Commission and talked about his time at Douglas PUD, "Things have changed over 35 years, but for the better."
Approved acceptance of work and final payment to M. Vail Company under contract 14-04-D, East Wenatchee warehouse roof membrane replacement. All work under the contract has been completed and determined to meet bid specifications. (15-001)
Authorized a letter agreement with BPA to upgrade the remedial action scheme generation dropping equipment at Wells. The District participates in a Remedial Action Scheme to provide generation dropping services at the Wells Powerhouse, consistent with an agreement executed between Douglas and the BPA. This agreement would upgrade the equipment necessary to provide those services. (15-002)
Approved a call for bids under bid document 14-19-W, Wells Hatchery Modernization. The Wells Fish Hatchery is in need of modernization to address issues of aging infrastructure and the demands of evolving fisheries management programs. (15-003)
Authorized a call for bids under bid document 15-02-W, addition of meeting room at the Wells Hydroelectric Project. The Wells Hydroelectric Project is in need of a meeting room large enough to accommodate all of the project employees in a single space. (15-004)
Approved a professional service agreement with Washington State Department of Fish and Wildlife for steelhead genetic analysis. Necessary to investigate the natural spawning success of hatchery reared steelhead relative to wild steelhead and to utilize a statistically valid number of fish to develop baseline DNA profiles for Methow River steelhead as required by the Wells HCP. The cost of this agreement is not to exceed $14,957. (15-005)
Heard a report on the Douglas County Community Network. The network currently has 2,578 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. January 26, 2015 at the District's East Wenatchee office.
