Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the April 27, 2015 Commission meeting held at the District's East Wenatchee office:

Heard the bid opening results from April 20, 2015 on bid document 15-05-W, resurface the access road at the Wells Hydroelectric Project. The apparent low bid was received from Central Washington Asphalt of Moses Lake . The bids will be evaluated prior to a recommendation for contract award.

Awarded contract 15-08-D, supply and deliver compact 1100kcmil EPR primary underground cable to WESCO Distribution, Inc., the lowest responsive bidder. (15-079)

Awarded contract 15-12-D, supply and deliver 1/0 EPR primary underground cable to WESCO Distribution, Inc., the lowest responsive bidder. (15-080)

Affirmed addendum No. 1 to bid document 15-13-D, supply and deliver control and relay panels for Terry Substation. Necessary to clarify bid document specifications. (15-081)

Authorized execution of right-of-way grant WAOR-47125 with the United States Department of the Interior Bureau of Land Management for a distribution line serving the Rocky Butte television repeater. (15-082)

Affirmed change order No. 5 to contract 13-06-W, 480 circuit breaker installation for the Wells Hydroelectric Project. This will extend the final completion date to June 30, 2015. (15-083)

Awarded contract 15-05-W, resurface the access road at the Wells Hydroelectric Project to Central Washington Asphalt, the lowest responsive bidder. (15-084)

Awarded contract 15-06-W, Memorial Park and Peninsula Park trail improvements to Mitchell Trucking and Paving, Inc., the lowest responsive bidder. (15-085)

Awarded contract 15-10-W, provide and install ponds 3 and 4 bird exclosures at Wells Hatchery to Wesslen Construction, Inc., the lowest responsive bidder. (15-086)

Approved a professional service agreement with Anchor QEA, LLC for HCP Policy and Coordinating committees' chairperson and administrative services for the Policy, Coordinating and Hatchery committees. This three year agreement will not exceed $285,000. (15-087)

Authorized a professional service agreement with Anchor QEA, LLC for Aquatic Settlement Work Group chair. This three year agreement will not exceed $190,000. (15-088)

Authorized Task Order No. 6-02 services under the Master Consulting Services Agreement with MWH Americas Inc. for resident engineering for the second unit to be rebuilt with a not to exceed cost of $550,000. (15-089)

Approved land use permit renewal for Wells Tract 32 with Howard and Dawn Carlson. This permit allows an existing single use dock on District property. (15-090)

Authorized adjustments to certain technical, professional and administrative salaries. An adjustment to salaries of 2.0% and other adjustments to recognize promotions, performance, responsibility and job market trends are necessary to continue to attract and retain a qualified workforce. These adjustments amount to an annual budget impact of $98,688 (0.17% of the $59.3 million Distribution System expenditure budget) for employees assigned to the Distribution System and $146,988 (0.16% of the $91.8 million Wells Project expenditure budget) for employees assigned to the Wells Project. The current budgets include an estimate for salary adjustments. (15-091)

Approved setting compensation for the administrative position of Auditing Assistant. (15-092)

Changed the meeting location of the May 11th meeting back to East Wenatchee and the May 26th meeting to Bridgeport. Both meetings will be at 1:30 p.m.

The next meeting of the Commission is scheduled for 1:30 p.m. May 11, 2015 at the District's East Wenatchee office.
