Douglas County PUD Commissioners Jim Davis and Molly Simpson executed the following actions during the April 13, 2015 Commission meeting held at the District's East Wenatchee office:
Opened bids under bid document 15-12-D, supply and deliver 1/0 EPR primary underground cable. The apparent low bid was received from Wesco Distribution, Inc. of Portland . The bids will be evaluated prior to a recommendation for contract award.
Opened bids under bid document 15-10-W, provide and install ponds 3 and 4 bird exclosures at Wells Hatchery. The apparent low bid was received from Wesslen Construction Inc. of Spokane. The bids will be evaluated prior to a recommendation for contract award.
Heard bid opening results for bid document 15-06-W, Memorial Park and Peninsula Park trail improvements. The apparent low bid was received from Mitchell Trucking and Paving, Inc. of East Wenatchee. The bids will be evaluated prior to a recommendation for contract award.
Authorized a call for bids under bid document 15-13-W, supply and deliver control and relay panels for Terry Substation. (15-062)
Approved Varentec as the sole source of secondary Var control devices to participate in a conservation voltage reduction pilot project. The pilot project equipment will add Vars under low voltage or negative Var conditions which can be a problem, particularly on rural feeders. The cost will not exceed $54,438. (15-063)
Authorized a Memorandum of Implementation concerning addendum No. 1 to the power sales contract between the District and Chelan PUD. This Memorandum of Implementation sets forth and clarifies the reporting and scheduling obligations and transmission rights. (15-064)
Approved a purchase and sale agreement with Chelan PUD for an electric utility system and transmission line. The District will now serve customers in Douglas County by operating electric facilities in the greater McNeil Canyon area and the 115 kV Rocky Reach Chelan Falls No. 1 Transmission Line. (15-065)
Authorized an interconnection, parallel operations and reciprocal transmission use agreement with Chelan PUD on the 115kV Rocky Reach to Chelan Falls Transmission Line. (15-066)
Approved acceptance of work and final payment to American Building Maintenance under contract 10-21-W, building maintenance for the East Wenatchee facility. All work under the contract has been completed and determined to meet the bid specifications. (15-067)
Affirmed change order No. 2 to contract 14-07-W, furnish and install East Wenatchee Headquarters standby diesel generator. Necessary to allow for some electrical changes to the work and to allow for the purchase of the required diesel fuel by the District rather than the contractor. This change increase the not to exceed cost $2,665, bringing the total not to exceed amount to $248,322. (15-068)
Authorized award of contract 14-19-W, Wells Hatchery Modernization to Lydig Construction, Inc. the lowest responsive bidder. (15-069)
Approved change order No. 1 to contract 14-21-W, provide aluminum boat and trailer. This change order will provide several desired modifications at a cost of $8,100 bringing the total not to exceed amount to $113,100. (15-070)
Rejected bids under bid document 15-02-W, addition of meeting room at the Wells Hydroelectric Project. The bids exceeded the engineer's estimate by more than the amount allowable under state law. (15-071)
Affirmed addendums Nos. 1 and 2 to bid document 15-05-W, resurface the access road at the Wells Hydroelectric Project. Necessary to provide clarification and to add the installation of piezometer vaults, associated conduit and appurtenances to the contract documents. (15-072 and 15-073)
Affirmed addendum No. 1 to bid document 15-06-W, Memorial Park and Peninsula Park trail improvements. Necessary to provide additional specifications for pavement crack sealing and revised plan sheets. (15-074)
Authorized a call for bids under bid document 15-11-W, Methow River sediment control groin restoration project. In 1983, the District placed sediment control groins in the lower Methow River that are in need of restoration to function properly. (15-075)
Approved a professional service agreement with BioAnalysts, Inc., for the services of Dr. Tracy Hillman as Chairperson of the Wells Habitat Conservation Plan Hatchery Committee. This three-year contract is not to exceed $114,000. (15-076)
Authorized approval of land use permit for Wells Tract 651with Raymond Leigh Enterprises LLC. This permit will allow an existing dock and landscaping on District property that were permitted to the previous owner. (15-077)
Approved a land use permit for Wells Tract 714 with Mary Bailey. The permit is for the replacement of an existing non-conforming structure with a community dock and access pathway on District property. (15-078)
Heard a report on the Douglas County Community Network. The network currently has 2,684 end users.
Changed the meeting location of the May 11th Commission Meeting to Bridgeport. Rescheduled the May 25th Commission Meeting to May 26th due to the Memorial Day holiday. This meeting will be held in East Wenatchee at 1:30 p.m.
The next meeting of the Commission is scheduled for 1:30 p.m. April 27, 2015 at the District's East Wenatchee office.
