Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the March 23, 2015 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 15-08-D, supply and deliver compact 1100 kcmil EPR primary underground cable.  The apparent low bid was received from WESCO Distributing of Portland. The bids will be evaluated prior to a recommendation for contract award.

Heard bid opening results for bid document 15-01-W, provide and Install replacement pond covers at the Methow Hatchery. The apparent low bid was received from Hale and Long General Contractors, Inc, of East Wenatchee. The bids will be evaluated prior to a recommendation for contract award.

Heard bid opening results for bid document 15-09-D, supply and deliver 1250 kcmil copper EPR primary underground cable. The apparent low bid was received from HD Supply Power Solutions of Portland. The bids will be evaluated prior to a recommendation for contract award.

Heard bid opening results for bid document 14-19-W, Wells Hatchery modernization. The apparent low bid was received from Garco Construction, Inc. of Spokane. The bids will be evaluated prior to a recommendation for contract award.

Approved renewal of contract 13-11-D, provide distribution dock crew services with Magnum Power for an additional one-year period. (15-050)

Authorized renewal of contract 13-12-D, provide distribution tree trimming services with Asplundh Tree Experts for an additional one-year period. (15-051)

Awarded contract 15-09-D, supply and deliver 1250 kcmil copper EPR primary underground cable to WESCO Distributing the lowest responsive bidder. (15-052)

Approved a call for bids under bid document 15-12-D, supply and deliver 1/0 EPR primary underground cable. Several District jobs planned for this year will use 1/0 EPR cable.(15-053)

Authorized a professional service agreement with Slatta Designs, LLC for assistance on customer service, engineering design, standards and engineering specifications manuals. These will be helpful to guide customers and contractors through the electrical service process. This agreement will not exceed $150,000 and will conclude April 1, 2017.(15-054)

Approved change order No. 38 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. Changes include purchasing and installing generator air coolers. These changes will increases the contract amount by $139,283 bringing the total not to exceed limit to $161,720,929. (15-055)

Authorized assignment of contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project to Toshiba American Energy Systems Corporation. Due to a merger of Toshiba International businesses in North America.  (15-056)

Affirmed addendum No. 2 to bid document 14-19-W, Wells Hatchery modernization. Necessary to address certain changes to the scope of work and questions from potential bidders. (15-057)

Awarded contract 15-01-W, provide and Install replacement pond covers at the Methow Hatchery to Hale and Long General Contractors, the lowest responsive bidder. (15-058)

Authorized a sole source purchase of Radio Telemetry Tags from Lotek Wireless, Inc. The new FERC license and the Aquatic Settlement Agreement both require Douglas PUD to install and then evaluate ladder passage and count station improvements for adult Pacific Lamprey. The total cost of the tags and transmitters will not exceed $35,945. (15-059)

Approved a temporary cost-sharing agreement for Mid-Columbia Hourly Coordination.  This agreement will provide supervision, leadership and analysis of the hydraulic coordination operation. (15-060)

Authorized the purchase of Storage Area Network (SAN) solution (RFP 15-07-D) from FusionStorm. Necessary to replace existing SANs that are no longer supported and have reached end-of-useful-life. (15-061)

Heard a report on the Douglas County Community Network. The network currently has 2,639 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. April 13, 2015 at the District's East Wenatchee office.
