Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the February 23, 2015 Commission meeting held at the District's Bridgeport office:

Authorized a professional service agreement with Marsh USA Inc. for insurance brokerage services through December 31, 2019. (15-028)

Approved amendment No. 5 to professional service agreement with The Master's Touch, LLC, for printing and mailing services for the District's customer billings. This will increase the not-to-exceed limit for by $1,704 for a total not to exceed cost for 2014 of $56,704. (15-029)

Authorized acceptance of work under contract 09-13-D, customer information system replacement project. All work has been completed and determined to meet the contract specifications. (15-030)

Approved the pole attachment rate for 2015 and revised Schedule 7 of the Electric Distribution System Customer Service Policies.  Staff recommendations were presented to the Commission in December and the date for public hearing was set for January 12, 2015. The District received three written comments. The rate is set at $18.44 per attachment. (15-031)

Authorized execution of an interlocal cooperative agreement for Runway 12 Extension Project with Pangborn Memorial Airport.  The runway extension requires existing Distribution System facilities to be relocated. This agreement will coordinate utility work in the Airport's Grant Road relocation project . (15-032)

Approved a call for bids under bid document 15-08-D, supply and deliver compact 1100kcmil EPR primary underground cable. (15-033)

Authorized a call for bids under bid document 15-09-D, supply and deliver 1250 kcmil copper EPR primary underground cable. (15-034)

Approved a call for bids under bid document 15-06-W, City of Pateros Memorial Park and Peninsula Park trail improvements. The walking trails are deteriorating and in need of repairs. The District is responsible for major maintenance of recreation facilities in excess of $10,000 under the operations and maintenance agreement. (15-035)

Affirmed addendum No. 1 to bid document 15-01-W, provide and install replacement pond covers at the Methow Hatchery. Necessary to replace preliminary design drawings. (15-036)

Affirmed addendum No. 1 to bid document 15-02-W, addition of a meeting room at the Wells Hydroelectric Project. In response to potential bidder comments, this addendum provides clarifications to the bid document. (15-037)

Authorized award of contract 14-12-W, construct Carpenter Island public boat launch to Redside Construction Inc, the lowest responsive bidder. (15-038)

Approved award of contract 14-21-W, provide aluminum boat and trailer to Riverview Marina Inc, the only responsive bidder. (15-039)

Authorized acceptance of work and final payment for the third year to Tunnel Hill Granite under contract 12-12-W, 2012-2013 heavy equipment services. All work has been completed and determined to meet bid specifications. (15-040)

Approved amendment No. 6 to Agreement for Engineering Services with HDR Engineering under contract 11-13-W. Necessary to provide daily on-site observation and inspection during construction  of Wells Hatchery Modernization on behalf of the District. This change increases the contract $500,000 bringing the total not to exceed limit to $4,478,100.   (15-041)

Authorized a professional service agreement with the Colville Confederated Tribes for the History/Archaeology Program. The District has a continuing need for on-call archaeological services regarding the management of archaeological and cultural resources for the Wells Hydroelectric Project. The not-to-exceed amount of the contract is $50,000 and will conclude January 31, 2017. (15-042)

Authorized the District to sign an Engagement Letter with Pacifica Law Group for bond counsel services.(15-043)

Canceled the March 9th Commission Meeting due to Commissioner schedules.

The next meeting of the Commission is scheduled for 1:30 p.m. March 23, 2015 at the District's East Wenatchee office.
