Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the February 9, 2015 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 14-12-W, construct Carpenter Island public boat launch. The apparent low bid was received from Redside Construction, LLC of Port Gamble, WA. The bids will be evaluated prior to a recommendation for contract award.

Approved a request for proposals RFP 15-07-D, Storage Area Network (SAN) solution.  Necessary to replace existing SANs that are no longer supported and have reached end-of-useful-life. (14-017)

Authorized acceptance of work and final payment for the third year to Cascade Cable Constructors, Inc. under contract 12-04-D, plow installation of underground cable or conduit. All work under the contract has been completed and determined to meet bid specifications. (14-018)

Approved a rate adjustment for the professional service agreement with Electrical Consultants, Inc. This agreement allows for the fee schedule to be negotiated annually to reflect any increase in the cost of doing business. (14-019)

Authorized signal transport agreements with Discovery Communications LLC, OWN LLC, Hub Television Networks LLC, Animal Planet LLC and Discovery Health Ventures LLC.   These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (14-020)

Approved acceptance of work and final payment to H20 Wells Services, Inc.  under contract 12-21-W, 2012-2013 hatchery well and pump maintenance. All work under the contract has been completed and determined to meet bid specifications. (14-021)

Authorized acceptance of work and final payment to Neppel Electrical & Controls, LLC.  under contract 14-01-W, furnish and install uninterruptable power supply. All work under the contract has been completed and determined to meet bid specifications. (14-022)

Approved a professional service agreement with Columbia Research Specialists, LLC for White Sturgeon monitoring and evaluation. Necessary to implement the White Sturgeon Management Plan as required by the Wells Project license and 401 Water Quality Certification.  Scope of work includes recapture and tag released white sturgeon, capture wild origin and unmarked sturgeon present in the Wells Project area and help determine adult spawning locations. This agreement will not exceed $307,002 and will conclude December 31, 2017. (14-023)

Authorized a professional service agreement with LGL Limited for White Sturgeon monitoring and evaluation. Necessary to implement the White Sturgeon Management Plan as required by the Wells Project license and 401 Water Quality Certification. Scope of work includes manage sturgeon tracking data collected by Douglas PUD staff and Columbia Research Specialists, LLC, run analyses related to habitat use and survival and support tagging and reproductive success components of the monitoring and evaluation requirements. This agreement will not exceed $217,292 and will conclude December 31, 2017. (14-024

Approved Task Order No. 4-02 under the Master Consulting Services Agreement with MWH Americas Inc. Task Order No. 4-02 includes contract administration for the second unit to be rebuilt under Contract 06-41-W which will increase the a not-to-exceed limit $900,000. (14-025)

Authorized the City of Brewster 2014-2015 Operations and Maintenance budget for parks. The District's portion is $64,745 and is required by an agreement associated with the new Wells Project license. (14-026)

Approved the City of Pateros 2014-2015 Operations and Maintenance budget for parks. The District's portion is $64,745 and is required by an agreement associated with the new Wells Project license. (14-027)

Heard a report on the Douglas County Community Network. The network currently has 2,607 end users.

Heard a bid opening report from February 2, 2015 for bid document 14-21-W, provide aluminum boat and trailer. The only bid of $105,000 was submitted by Riverview Marina of Lewiston ID. The bid will be evaluated prior to a recommendation for contract award.

The next meeting of the Commission is scheduled for 1:30 p.m. February 23, 2015 at the District's Bridgeport Office.
