Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the January 26, 2015 Commission meeting held at the District's East Wenatchee office:

Authorized an increase of cash balance in the Bridgeport Office cashiers' change funds. With the loss of the local bank, the increase is necessary to keep an appropriate amount of small bills to make change. (15-006)

Approved the appointment of a Deputy Auditor to assist with support for auditing and printing of District vouchers and checks. (15-007)

Authorized acceptance of work and final payment to Central Washington Asphalt, Inc. for the second and third year under contract 11-09-D, asphalt installation and repair. All work has been completed and determined to meet the bid specifications. (15-008)

Approved acceptance of work and final payment to Mi-Tech Services, Inc. under contract 13-13-D, provide pole testing and treating services. All work has been completed and determined to meet the bid specifications. (15-009)

Approved amendment No. 7 to Professional Service Agreement with Commonwealth Associates, Inc. under RFQ 10-13-D, consulting engineering services for Douglas-Rapids 230 kV Transmission Line Project. This agreement allows for the rate schedule to be adjusted annually to reflect any increase in the cost of doing business. There is no increase in the not to exceed amount of  $2,525,376.00. Authorized amendment No. 3 to the Video Transport Agreement with KIRO-TV, Inc.  This amendment will extend the agreement to December 31, 2017.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (15-011)

Approved waiving the competitive bidding requirements and purchase acoustic tags and receiver system from Vemco. Necessary to implement a comprehensive monitoring and evaluation of the white sturgeon population in the Wells Project and coordinate data with downstream utilities. This purchase will not exceed $114,710. (15-012)

Approved amendment No. 3 to agreement with Jacobs Engineering Group, Inc. for consulting engineering services. This amendment will increase the not to exceed limit $500,000 for a total not to exceed limit of $4,500,000 for the three year contract. The increase is due to substantial engineering tasks that will affect the total amount of work invoiced under the contract. (15-013)

Authorized a call for bids under bid document 15-01-W, provide and install replacement pond covers at the Methow Hatchery. (15-014)

Approved a professional service agreement with Okanagan Nation Alliance for monitoring of Phases 1 and 2 of the Okanagan River Restoration Initiative as approved by the Wells HCP Tributary Committee. This agreement will not exceed $70,000 and will conclude December 31, 2019. (15-015)

Authorized acceptance of work and final payment to Reeves Lawn and Spray Service, LLC under contract 13-22-W, 2014 Grounds Maintenance. All work has been completed and determined to meet the bid specifications. (15-016)

The next meeting of the Commission is scheduled for 1:30 p.m. February 9, 2015 at the District's East Wenatchee office.
