Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the December 22, 2014 Commission meeting held at the District's East Wenatchee office:
Douglas County Auditor Thad Duvall swore in Douglas PUD Commissioner Molly Simpson for a six year term.
Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2015 is $28.00 per lot.
Established a hearing for proposed pole attachment rate. The hearing date is set for January 12, 2015 at 1:30 p.m. in the East Wenatchee office building. Anyone wishing to comment on the proposed changes may do so in writing prior to that time or by attending the hearing in person. (14-165)
Amended the Electric Distribution System Customer Service Policies to maintain appropriate customer service charges, deposit amounts, metering and system protection standards, contract thresholds and capital contribution fees. (14-166)
Approved an agreement with Avista Corporation Inc. for purchase and sale of power during 2015. (14-167)
Authorized a professional service agreement with SSP Innovations, LLC for GIS solution software upgrade at a cost not to exceed $87,108. The District has a need to upgrade the ESRI, Schneider Electric, SSP Innovations, LLC and custom software components associated with the ArcGIS, ArcFM and WFM software mapping systems. (14-168)
Authorized IPTV transport rights agreements with King Broadcasting Company, Crown Media and Starz Entertainment. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (14-169, 14-170, 14-171)
Approved change order No.2 to contract 10-21-W, building maintenance for the East Wenatchee Headquarters facility. The change extends the completion date to December 31, 2015. (14-172)
Authorized amendment No. 5 to Agreement for Engineering Services with HDR Engineering under contract 11-13-W. Necessary to provide engineering support services during the bidding and construction portions of Wells Hatchery modernization and will authorize HDR to continue providing engineering support services associated with the accelerated modernization of the groundwater systems at the Wells Hatchery. This change increases the contract $1,000,000 bringing the total not to exceed limit to $4,178,100. (14-173)
Renewed contract 12-12-W, 2012-2013 heavy equipment services for an additional one-year period with Tunnel Hill Granite. The District periodically requires heavy equipment services to perform scheduled, unscheduled, and emergency work at various locations of the Wells Hydroelectric Project. (14-174)
Approved acceptance of work and final payment to Jensen Drilling Company, under contract 13-17-W, pressure grout two drain holes at the Wells Hydroelectric Project. All work under the contract has been completed and determined to meet the bid specifications. (14-175)
Renewed contract 13-22-W, 2014 grounds maintenance for an additional one-year period with Reeves Lawn and Spray Service. (14-176)
Affirmed change order No. 1 to contract 14-03-W, modernize five passenger elevators at the Wells Hydroelectric Project. Necessary for various changes needed for the proper installation of the work. These changes increase the contract $10,450 bringing the total not to exceed limit to $810,180. (14-177)
Approved acceptance of work and final payment to Extreme Coatings, Inc., under contract 14-10-W, Rehabilitation of the Intake Trash Racks at the Wells Hydroelectric Project. All work under the contract has been completed and determined to meet the bid specifications. (14-178)
Authorized addendum No.4 to bid document 14-12-W, construct Carpenter Island Boat Launch. The pre-bid conferences with potential bidders revealed necessary revisions and clarifications to the bid document. Additional information is also being provided regarding environmental conditions at the project site. (14-179)
Approved a call for bids under bid document 14-21-W, provide aluminum boat and trailer. (14-180)
Approved professional service agreement with LGL Limited for 2015 Adult Pacific Lamprey Passage and Enumeration Study. Count station installation and evaluation of ladder passage is required by the Wells license, the 401 Water Quality Certification and the Aquatic Settlement Agreement. This agreement is not to exceed $215,245 and will conclude December 31, 2016. (14-181)
Approved a professional service agreement with Biomark, Inc. for PIT tags and related equipment and services for 2015 at a cost not to exceed $275,047 and expiration date of December 31, 2015. (14-182)
Authorized a professional service agreement with HDR, Inc. for license compliance related services. The Wells Project license contains a large number of natural resources related measures that need to be developed and implemented within a highly regulated consultation and approval process. This agreement will not exceed $180,000 and will conclude December 31, 2017. (14-183)
Authorized a professional service agreement with Washington Department of Fish and Wildlife for the 2015 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of an M&E plan for the District's hatchery programs. The agreement is not to exceed $885,727 and will conclude December 31, 2015. (14-184)
Authorized engagement letters with Cordell, Neher & Company for deferred compensation plan administration. (14-185)
