Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the November 24, 2014 Commission meeting held at the District's Bridgeport office:

Established the assessment roll of Local Utility District (LUD) No. 1 of Douglas County, the Rio Vista Street Lighting System. The Commission was advised the 2015 assessment will be $28.00 per lot. The public hearing date is set for December 22, 2014 at 1:30 p.m. in the East Wenatchee office. Any lot owner in the LUD area wishing to comment on the assessment may do so in writing prior to that time or by attending the hearing in person. (14-148)

Authorized a Legal Services Agreement with the law firm of Jeffers, Danielson, Sonn and Aylward, P.S. Effective January 1, 2015 through December 31, 2015. (14-149)

Authorized use of Voluntary Employees' Beneficiary Association (VEBA) Health Reimbursement Arrangement (HRA) for employees retiring in 2015.  This allows the deposit of a percentage of the employee's accrued personal leave at retirement into the HRA-VEBA. (14-150)

Approved Douglas PUD's participation in the Public Generating Pool budget for 2015. Douglas PUD's share of the 2015 budget is $30,000. (14-151)

Rejected bid under bid document 14-16-W, provide and install replacement pond covers for the juvenile rearing and adult holding ponds at the Methow Hatchery. The bid exceeded the engineer's estimate by more than the amount allowable under state law. (14-152)

Approved a professional services agreement with Skalski Statistical Services for 2015-2017.  Dr. Skalski will provide the District with on-call statistical consulting services for the design, review and analysis of environmental, license-implementation, and HCP studies. The agreement will not exceed $153,000. (14-153)

Approved a professional services agreement with Leonel Flowers for the trapping of beavers on the Wells Reservoir and at the Methow Fish Hatchery. The cost of the agreement is not to exceed $9,000 and will expire December 31, 2015. (14-154)

The next meeting of the Commission is scheduled for 1:30 p.m. December 8, 2014 at the District's East Wenatchee office.
