Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 13, 2014 Commission meeting held at the District's East Wenatchee office:

Held the scheduled hearing for the Distribution System 2015 budget and the Wells Project 2014-2015 budget.

Adopted the Distribution System budget which estimates revenues for 2015 at $55 million, an increase of 17.5%. Operating expenses are estimated at $49.8 million, an increase of 18.5%. The reduction to retained earnings is projected to be $942,978. The budget does not anticipate any increase in electric rates in 2015. The capital budget is $8.2 million, of which $3.7 million is for electrical facilities. The balance of the capital budget is for improvements and new connections to the Douglas County Community Network, for new equipment and right-of-way easement costs. (14-127)

Adopted the 2014-2015 fiscal year Wells Hydroelectric Project budget. At $54.8 million the total Wells Hydroelectric Project Operating Expense Budget amounts to a $1.2 million increase from last year's estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The Wells Project Capital Budget totals $41.7 million. Major items include generating unit refurbishment, recreation action plan items, Wells hatchery modernization, fire protection upgrades and generator circuit breaker replacements. (14-128)

Approved the Environmental Reviews for the 2015 Distribution System Capital Budget and the 2014-2015 fiscal year Wells Hydroelectric Project Operating, Capital and Extraordinary Expense Budget. (14-129)

Authorized change order No.3 to contract 13-06-W, 480V circuit breaker installation for the Wells Hydroelectric Project. Necessary to accommodate future additional breakers. This change order will increase the cost of the contract $73,176 to a total not-to-exceed cost of $248,134 and extend the completion date of the contract to December 31, 2014. (14-130)

Approved letters to and continuation of an agreement with the U.S. Geological Survey, United Stated Department of the Interior relative to 2014-15 river-gaging station maintenance and operation costs. River gaging is related to the operation of the Wells Hydroelectric Project and the cost is not to exceed $26,600. (14-131)

Authorized change order Nos. 36 and 37 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. Changes include investigation and machining of cracks and porosity found in the thrust bearing runner and repair of thrust bearing shoes. These changes will increases the contract amount by $80,936 bringing the total not to exceed limit to $161,581,646. (14-132)

Affirmed change order No. 1 to contract 13-17-W, pressure grout two drain holes at the Wells Hydroelectric Project. Changes include pressure and flow tests on 13 more sites and extending the drilling depth on two sites to 17'. These changes will increases the contract amount by $2,737 bringing the total not to exceed limit to $79,737. (14-133)

Heard a report on the Douglas County Community Network. The network currently has 2,521 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. October 27, 2014 at the District's East Wenatchee office.
