Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the June 9, 2014 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 14-03-W, modernize five passenger elevators at the Wells Hydroelectric Project. The apparent low bid was received from Inland Elevator, LLC of Spokane.  The bids will be evaluated prior to a recommendation for contract award.

Approved a call for bids under bid document 14-10-W, Rehabilitation of the Intake Trash Racks at the Wells Hydroelectric Project. Work would include cleaning and coating one set of fifteen (15) trash racks for installation in the intakes of Unit 7. The bid document also includes a District option to renew the contract for up to three one-year periods for cleaning and coating of trash racks for additional generating units. (14-076)

Authorized addendum No. 1 to bid document 14-07-W, furnish and install East Wenatchee Headquarters standby diesel generator. Comments received from prospective bidders subsequent to a pre-bid walk-through of the site resulted in certain necessary changes to the bid document. (14-077)

Approved amendment No. 2 to agreement with Jacobs Engineering Group, inc. for consulting engineering services. This amendment will increase the not to exceed limit $1,000,000 for a total not to exceed limit of $4,000,000 for the three year contract. The increase is due to substantial engineering tasks that will affect the total amount of work invoiced under the contract. (14-078)

Authorized the execution of a new collective bargaining agreement with the International Brotherhood of Electrical Workers Local 77 for a three year period effective April 1, 2014. (14-079)

Heard a report on the Douglas County Community Network. The network currently has 2,389 end users.

Heard a report about fire activity and fire restoration work.

Participated in Lesson 1 and 2 of Open Government Training as required by Open Government Training Act. Effective July 1, 2014, the Open Government Training Act (ESB 5964) requires many public officials and all agency records officers to receive training in open public meetings, open public records and records management and retention. 

The next meeting of the Commission is scheduled for 1:30 p.m. June 23, 2014 at the District's East Wenatchee office.
