NOTICE OF DETERMINATION OF
The Public Utility District No.1 of Douglas County has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below. Written comments must be submitted by May 22nd, 2019. Written comments should be submitted to John M. Brown, SEPA Official, Public Utility District No.1 of Douglas County, 1151 Valley Mall Parkway, East Wenatchee, WA 98802. The issuance of the determination of environmental nonsignificance, for which notice is hereby given, is for the following action:
Public Utility District No.1 of Douglas County proposes to re-conductor an existing 115kV electrical line from Chelan Falls Switchyard, Chelan County, WA to Douglas Switchyard, Douglas County, WA, adjacent to Rocky Reach Dam. Re-conductoring of the existing 115kV line will include replacing existing power poles along the 29 mile alignment, re-grading of existing access roads and re-conductoring one existing aerial Columbia River crossing.
The subject project encompasses approximately 29 lineal miles of existing 115kV electrical conductor that initiates in the Chelan Falls Switchyard, Chelan County, WA (Section 29, Township 27 N., Range 23 EWM), travels southerly in Chelan County, crosses the Columbia River into Douglas County (Section 1, Township 26 N., Range 22 EWM), continues in a southerly direction in Douglas County and terminates in the Douglas Switchyard, adjacent to Rocky Reach Dam, in Douglas County, WA (Section 35, Township 24 N., Range 20 EWM).
