On July 12, 1962, the Federal Power Commission, now known as the Federal Energy Regulatory Commission (FERC), issued Douglas PUD a 50-year license to operate the Wells Hydroelectric Project. This license expires on May 31, 2012. Douglas PUD is actively pursuing a new 50-year license to operate the Wells Project.
Douglas PUD will be applying to relicense the Wells Project in accordance with FERC’s Integrated Licensing Process (ILP). This process will formally begin in December 2006 when Douglas PUD files its Notice of Intent to relicense the Wells Project and Pre-Application Document with FERC. Once these documents are filed, the parties involved in relicensing must adhere to a rigorous schedule of events which includes participation in a series of public meetings, developing and conducting comprehensive environmental studies, submitting a Preliminary License Proposal and filing the Final License Application. The Final License Application for the Wells Project is due May 31, 2010.
Douglas PUD has formed a core Relicensing Team to undertake this important task. This team will be supported by consultants and other Douglas PUD staff throughout this process. Douglas PUD recognizes the importance of successfully relicensing the Wells Project and has been diligent in its effort to organize and prepare for the years ahead.

To access this site, visit Douglas PUD’s homepage at www.douglaspud.org and click the “Relicensing” button on the top right corner of the screen. This website includes informational items describing various aspects of the Wells Project and the Relicensing Process. It contains background information relevant to the operation of Wells Dam, a listing of final environmental reports, postings of finalized relicensing documents, a calendar and schedule of upcoming meetings and events and a chronological record of correspondence. This website will be a key element in communicating the latest and most accurate information to our customers, agencies, tribes and other interested parties.
