The Public Utility District No.1 of Douglas County has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below. Written comments must be submitted by March 16, 2012. The issuance of the determination of environmental nonsignificance, for which notice is hereby given, is for the following action:
Douglas PUD proposes to construct a new 230 kV transmission line from the Douglas Switchyard, 13245 Lincoln Rock Road, East Wenatchee, to the Rapids Switchyard at 5830 Rock Island Road, Rock Island. The line route is proposed between existing Bonneville Power Administration (BPA) and Public Utility District No. 1 of Chelan County (Chelan PUD) transmission line corridors. The total length of the project will be approximately 13 miles and will include a 2.9-mile segment that is constructed as a double circuit within the existing Rapids-Pangborn 115 kV transmission line corridor prior to entering the Rapids Switchyard.
All pole structures for the proposed 230 kV transmission line will be constructed of rust color steel for reliability and aesthetic considerations. Pole size will vary in height from 40’ to 140’ and will consist of self-supporting monopoles, two pole structures and three pole structures designed to be self-supporting and/or guy supported
The proposed 230 kV transmission line corridor begins at the Douglas Switchyard, near the Rocky Reach Hydroelectric Project, Douglas County, in Section 2, Township 23 North, Range 20 E.W.M. and travels along the toe of Badger Mountain through Sections 1, 2 and 12 in Township 23 North, Range 20 E.W.M., Sections 7, 12, 17, 18, 20, 28, 29, 33 and 34, Township 23 North, Range 21 E.W.M. and Sections 2, 3, 11, 14, 23, 24 and 25, Township 22 North, Range 21 E.W.M., terminating at the Rapids Switchyard in Rock Island, Douglas County.
