The Public Utility District No. 1 of Douglas County, 1151 Valley Mall Parkway, East Wenatchee, WA 98802 is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, 230 kV Douglas Rapids Transmission Line will run from the existing Douglas Switchyard located east of the Rocky Reach Dam (13245 Lincoln Rock Rd. E. Wenatchee) and continue southeasterly approximately 13 miles to the existing Rapids Switchyard located at the southwest corner of the intersection of Rock Island Road and Douglas Street (5830 Rock Island Rd.), Rock Island, Douglas County, Washington. This project involves a total of 14.3 acres of soil disturbance at 77 structure installation sites for grading and/or construction of access roads. Note that this area estimate includes a factor of safety of two. Stormwater will be contained at each of the sites which are typically located in remote areas. Construction stormwater has a low probability of entering two surface water bodies, Putters Lake and the Columbia River, either directly or indirectly. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
