The Public Utility District No. 1 of Douglas County has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below. Written comments must be submitted by May 31, 2012. The issuance of the determination of environmental non-significance, for which notice is hereby given, is for the following action:
Public Utility District No.1 of Douglas County proposes to construct a new boat launch and handling float on the Columbia River below Wells Dam. The work includes but is not limited to installation of a double-lane launch, a handling float, a 65-foot wide and 950-foot long dredged access channel (25,630 cubic yards) from the launch to the main channel of the Columbia River, a parking area with 6 standard parking stalls and 23 vehicle/trailer spaces, restrooms, and access road. Work will occur above and below the ordinary high water mark.
The subject property is commonly known as Carpenter Island in unincorporated Chelan County approximately 0.25 miles downriver of Wells Dam, and is found in Section 7, Township 28, Range 24, EWM; 47.93354 N Lat. / 119.87004 W Long.
