The following is a report of the Douglas County Public Utility District Commission meeting that was held on April 30, 2001.
The Commissioners opened bids to provide Douglas County PUD with pole testing, treating, and physical plant inventory for the year 2001. There was only one bid received for the contract – it was received from Osmose, Inc. of Phoenix, AZ and in the amount of $181,405.35. Estimated to cost $161,215.00, the bid will be evaluated by PUD staff prior to any award recommendation.
The continuation of the Energy Matchmaker Low-Income Weatherization Program through the Chelan/Douglas Community Action Council (CDCAC) was approved by the Commissioners. In joint participation since 1988, the program will provide weatherization funds for all-electric homes of low-income Douglas County customers during the year 2001. Douglas County PUD’s support in the amount of $25,000 will be matched with another $25,000 from the State of Washington and administered by the CDCAC.
A Professional Services Agreement with LGL Limited for the 2001–2002 adult steelhead telemetry study at the Wells Hydroelectric Project was authorized by the Commission. To be conducted jointly with Chelan County PUD and Grant County PUD, the study is a requirement of the 2000 Wells Biological Opinion. LGL was selected to perform the study by the three PUDs because of LDL’s unique telemetry background and their ability to conduct the study within the required timeframe. The cost of the proposed study is $732,068. Douglas County PUD’s share will be $220,000, including the necessary radio-tags.
The Commissioners authorized a request for qualifications and experience for the installation of an adult PIT-tag detection system that will be installed at the Wells Hydroelectric Project. PIT (passive integrated transponder) tags are used for the identification of fish possessing the tags as they pass detection points along the Columbia River. The 2000 Wells Biological Opinion requires Douglas County PUD to install an adult PIT-tag detection system at the Wells Hydroelectric Project for summer-run and spring-run chinook. This request for qualifications and experience of contractors will provide Douglas PUD with a list of interested experts able to advise Douglas PUD staff with the installation of the required PIT-tag detection system
