Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the December 22, 2008 Commission meeting held at the East Wenatchee Headquarters office:
No bids were received under bid document 08-51-D, communication dock crew.
Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2009 is $24.00 per lot.
Authorized communication license agreement with Intergate.Columbia, LLC. This agreement will allow the District to serve a tenant via Intergate.Columbia’s conduit. (08-326)
Approved change order No. 1 to contract 08-33-D, exterior improvements to Bridgeport Office Building with Hale and Long General Contractors. The change replaces the existing handrail and roof drains and adds a roofing system to the garage/shop building. This change order will increase the not to exceed limit $9,571 bringing the total not to exceed limit to $172,621. (08-327)
Authorized acceptance and final payment for all work performed by Pipkin Construction working under contract 08-09-D, Withrow Water Works Improvements Project. All work under the contract has been completed and determined to meet the bid specifications. (08-328)
Awarded Electrical Power Products of Des Moines, IA, contract 08-49-D, Rapids Switchyard control and relay panels. Electrical Power Products, with a bid price of $189,666, was the only responsive bidder. (08-329)
Authorized an agreement for professional services with V-Bar, LLC. Continued services of a consulting meteorologist are needed in the development of a wind project. (08-330)
Authorized acceptance for all work performed by Industrial Battery Systems working under contract 08-27-W, battery testing and maintenance. All work under the contract has been completed and determined to meet the bid specifications. (08-331)
Approved change order No. 1 to contract 08-06-W, log and debris boom at Wells Dam with American Civil Constructors West Coast, Inc. The change adds two navigation lights, increasing the not to exceed limit $3,850 bringing the total not to exceed limit to $6,158,694. (08-332)
Rescinded resolution 08-312 and authorized revised change order No. 1 to contract 06-42-W, 2007-2008 hatchery well and pump maintenance. This resolution extends the contract an additional year and adjusts rates as allowed by the contract, but does not increase the not to exceed limit. (08-333)
Approved amendment No. 1 to the agreement for professional services with WEST Consultants, Inc for development of a water temperature model for the Wells Hydroelectric Project. This amendment will extend the contract period to June 30, 2009 for additional analysis. (08-334)
Authorized amendment No. 1 to the agreement for professional services with BioAnalysts, Inc. regarding identification of spring Chinook control populations. This amendment will extend the contract period to December 31, 2009. (08-335)
Approved an agreement for professional services with Eureka Software, Inc. for the maintenance and modifications to the public relicensing website. The cost of this contract is not to exceed $30,000 and will expire on December 31, 2011. (08-336)
Authorized donation of real property to the District from David Whitehead. The property consists of three small parcels of land between the Cascade and Columbia Railroad right-of way and the Wells project boundary near Pateros. (08-337)
Approved amendment No. 1 to the agreement for professional services with the University of Iowa for development of a total dissolved gas model for Wells Dam. This amendment will extend the contract period to June 30, 2009 for project completion. (08-338)
Renewed the legal services agreement with the Law Firm of Jeffers, Danielson, Sonn and Aylward, P.S. This renewal extends the agreement until December 31, 2009. (08-339)
The next meeting of the Commission is scheduled for 2:00 p.m. December 29, 2008 at the District’s East Wenatchee Headquarters office.
