Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the October 3, 2005 Commission meeting held at the East Wenatchee Headquarters building:
Held the budget hearings for the Distribution System and the Wells Hydroelectric Project. The Distribution System budget is for the calendar year 2006 while the Wells Project budget covers the September 1, 2005 through August 31, 2006 fiscal year. Both budgets were approved.
Purchased power for the Distribution System Operating Budget for 2006 is estimated at $18,825,900, down approximately $4 million from the 2005 estimate. Administration and general expenses are down approximately $75,000 from last year’s estimate and taxes are estimated to increase by approximately $78,000. The Distribution System Capital Budget of $7,941,000 for 2006 is an increase of approximately $731,000 and includes approximately $4.6 million for electric system additions and improvements, $1.6 million for the Douglas County Community Network, and $1.8 million for vehicles, structures and equipment. The total revenue estimate of $30,064,602 is a decrease of $ 4,725,398 from the 2005 budget. The large decreases in both expenses and revenues relate a BPA power purchase contract that expires in 2006. The 2006 budget does not anticipate any increase in electric rates.
At $38,699,295 the total Wells Hydroelectric Project Operation Budget amounts to a $5,062,938 increase from last year’s estimate. The increase is primarily attributable to increased debt service related to rewinding the Wells Project generators. The Wells Project Revenue Budget estimate is equal to the Operation Budget as required by contract. The Wells Project Capital Budget totals $1,591,260. Major items include replacement of the Wells Project radio system, lighting circuit voltage regulators, replacement of the purchasing, accounts payable, inventory and general ledger system and improvements to HVAC system.
Authorized a utility easement for Mr. Marcus Griggs. In return for an easement allowing an access road to the District’s Orondo Substation, this utility easement will allow Mr. Griggs to install a water line across land dedicated to the substation.
Authorized execution of agreement for Professional Services with Varela Associates. This agreement is to provide professional engineering and design services for a rebuild of the Withrow Water System under a Community Development Block Grant.
Selected by drawing the name of Clayton Anderson, son of employee Leonard Anderson, to be submitted to the Washington PUD Association in competition for the Walkley Educational Scholarship. This is an annual scholarship offered by the Association to eligible students of Washington State PUD employees.
